Established in 1997 Independent department in Danish Standard Organization 23 persons Partly financed by license fees and partly by public funding Danish responsible for the EU Flower and the Nordic Swan (only official) 3 Main workareas: Handle applications for license Technical criteria preparation Marketing Ecolabelling Denmark

Criteria developing process Project group of members from technical secretariats. • A project manager (Nordic) and area manger (Nordic) • Project participants from each country (national) Draft criteria document and background report - LCA reports, Technical reports, legislation, standards… - Experts and producers are consulted Hearing (60 days) - Draft are send to relevant parties and public on homepage Project group answers all comment from hearing - Final draft for criteria document and background report Criteria to a vote in national and Nordic board.

  5. Organisation The Swan (Nordic Ecolabel): • National boards give mandate to chairman • Nordic ecolabelling board decides (qualitative majority)

Method and demands on ecolabelled products Method: • Cradle to grave principle • The most relevant environmental issues • Highest potential for improvement • Goes further than the authorities • Step vice improvements every 3.-5. year Demands: • Strict environmental requirements • Health considerations • Good quality

  7. The Swan on buildings Version 1.6, til 31st October 2010 • Only small houses • High focus on energy consumption in lifetime • Strict requirements on materials (wood, chemicals, plastic) • Management of the building process • Quality management system • Information to the resident

The Swan on buildings Version 2 • Hearing finished in sep 2009, • Project group is working hard right now • Expected to be send to vote in December 2009 • Small houses, flats and pre-schools • Same focus areas as version 1, just stricter. • More requirements on indoor climate (ventilation, light..) • More focus on management of the building process

The Swan on buildings Requirement relevant for polyurethane insulation (1) O18 Thermal insulation material, flame retardants Thermal insulation materials must not contain brominated flame retardants or flame retardants containing borax or boric acid. Doc: ( Declaration from the supplier of the insulation material (see Appendix 10) and product specifications for the product. O19 Thermal insulation material, propellants Expanding insulation material must not be produced using fluorinated propellants such as hydrofluorocarbons (HFC). Typical materials include expanded polystyrene (EPS) and extruded polystyrene (XPS). Doc: ( Declaration from the supplier of the insulation material (see Appendix 10) and product specifications for the product.

  10. The Swan on buildings Requirement relevant for polyurethane insulation (2) Chemical substances in permanent building products Adverse chemical substances …. The following substances are prohibited/not actively added: • Halogenated paraffins - highly-chlorinated, short-chain (C10-C13) and medium-chain (C14-C17) • Fluorinated propellants • Perfluorinated and polyfluorinated alkylated substances (PFAS) • Alkylphenolethoxylates (APEO) and alkylphenol derivatives (APD) • Halogenated flame retardants • Phthalates • Boron compounds • Creosote • Benzo(a)pyrene, benzo(b)pyrene • Bisphenol A • Antimony trioxide • Heavy metals: lead, cadmium, arsenic, chromium, mercury or their compounds • Organic tin compounds • Monoacrylamide

  11. Comments from BING/PU Europe on position Thank you for comment…… • Comment: Environmental impact from buildings is mainly in use face. Hence material requirements must focus on their performance during use face. Answer: We agree! But... Many LCA studies can be week on the impact of hazardous substances. Remember the demands for Swan We will encourage the development of energy saving materials without conflicting health and environment in other areas. We believe it is possible (plastcenter.dk = propellant could be water, CO2, cyclopentan, isopentan or halogenated)

  12. Comments from BING/PU Europe on position 2. Comment: CEN/TC350 (sustainable buildings) and CEN/TC351 should be the framework for Nordic Ecolabelling requirements. Answer: We always welcome standardization work! And as far as possible we will lean on these in specific requirements. They are under development. The Swan have had criteria for houses since 2005. Standards should be minimum level Ecolabels regard at least 1/3 of the best performers.

  13. Comments from BING/PU Europe on position 3. Comment: Lack of consistency between the Background report and the criteria concerning requirements on flame retardants. Answer: Thank you for mentioning it, we will rewrite the background so it covers all halogenated flame retardants. There is alternatives to halogenated flame retardants.

  14. Comments from BING/PU Europe on position 4. Comment: REACH is strict requirements on chemials, that should be enough. The band of chemicals is not based on scientific grounds. Answer: We do not agree that introducing REACH means that chemical demands will not be needed! It is legislation. Again we aim for the best 1/3. We follow the precautionary principle. Even focus on small amounts, and if there is an alternative we will not accept hazardous substances. Our reqirements is based on technical/scientific reports (In this case the Danish Ministry of Environment report about problematic chemicals in construction waste from 2006)
