Evolution of CEG • CEG established in 1996 on the initiative of Hans Blix to address nuclear legacy issues in Russia • Nordic states created CEG; other countries joined later • IAEA provides Secretariat for CEG, CEG members elect Chairman • 2002 G8 Global Partnership Initiative against the spread of weapons and materials of mass destruction – merged national programmes for remediation, safety and security, and provided good funding. • CEG members are directors or top managers of national GP programmes

  3. CEG members: 13 states and three organisations Norway Russia Sweden United Kingdom USA European Commission EBRD ISTC Belgium Canada Finland France Germany Italy Japan Netherlands

  4. Scope of work of CEG members in North-West and Far East of Russia • SNF from submarines and surface ships: storage and removal for reprocessing • RW from Navy activities: treatment, storage, disposal (removal of SNF from Gremikha) • Decommissioned submarines and surface ships: defueling, decontamination, dismantlement, storage of reactor compartments and contaminated units. (190 submarines dismantled) • RTGs: replacement, dismantling, storage of heat sources. • Remediation of former navy bases (Andeeva and Gremikha).

CEG work: meetings and workshops Provide a forum for managers of GP programmes Discuss progress of bilateral and multilateral projects Assist coordination between national programmes Exchange of experience and best practice Identify missing points and overlaps Ensure that the agreed priorities are properly addressed Discuss future initiatives and programmes Help CEG members to start new projects. Meetings in the margins

  6. Examples of CEGinitiatives • Initiative to create the Strategic Master Plan for remediation of NW Russia • Creation of working groups on specific projects: Andeeva Bay, Gremikha and RTGs (Lepse in future) • MNEPR agreement - creation of a legal base of cooperation • Recently helped France to make decision on construction of a hot cell at Mayak

  7. CEG Workshops to highlight specific issues • Strategy for RW management in the North-West • Decommissioning RTGs • Disposal of RW and SNF • Regulatory and Licensing Issues of SNF and RW management • Operation of the Mayak SNF reprocessing plant

CEG meetings and workshops in 2010 • Problemsof Removal ofSNF and RW from Andreyava Bay and their Solutions; Sunken Facilities with SNF in the Arctic Ocean - Problemsand Possible Solutions (Netherlands, 24-26 February 2010). • Planning for the Final Elimination of the Nuclear Legacy in the Far East (Vladivostok, Russia, May 2010). • 24th Plenary Meeting (Canada, September 2010)

  9. Future • Completion of GP in 2012 and preparation to its extension (Summit in Canada 2010) • CEG assistance may expand to other countries. (CEG meeting in Ottawa in 2010) • More security related issues under CEG consideration
