Section 3ORGANIZATION OF THE PDEA • Secretariat of the National Drug Law Enforcement and Prevention Coordinating Center is modified and absorbed by the PDEA • Director Generalchangesin the organizational set-up (to be approved by the Board). • establishment and maintenance of regional offices for the implementation of this Act, its programs and projects • Services: • Intelligence and Investigation • International Cooperation and Foreign Affairs • Preventive Education and Community Involvement • Plans and Operations • Compliance • Legal and Prosecution • Administrative and Human Resource • Financial Management • Logistics Management • Internal Affairs

Section 84POWERS AND DUTIES OF THE PDEA • Implement or cause the effective implementation of the national drug control strategy • national drug campaign program: drug law enforcement, control and prevention campaign with the assistance of concerned government agencies • POWERS against violators: • Investigate & search • Administer oath, issue subpoena and subpoena ducestecum • Arrest, apprehend and seize or confiscate • Prepare for prosecution or filing of appropriate criminal and civil cases • Recommend to DOJ the forfeiture of their properties and other assets (Anti-Money-Laundering Act of 2001) • Establish forensic laboratories in each PNP office in every province and city • Monitor possible importation of dangerous drugs and/or controlled precursors and essential chemicals • Conduct eradication programs to destroy wild or illegal growth of plants from which dangerous drugs may be extracted • Establish and maintain a national drug intelligence system and linkages with international drug control and administration agencies • Require all government and private hospitals, clinics, doctors, dentists and other practitioners to submit a report about all dangerous drugs etc. • Submit an annual and periodic reports to the Board

Section 85The PDEA Academy • recruitment and training of all PDEA agents and personnel • graduates comprise the operating units of the PDEA • headed by a Superintendent (Director) appointed by the PDEA Director General • Qualifications: • at least twenty-one (21) years old • of proven integrity and honesty • Baccalaureate degree holder

Section 86Transfer, Absorption, and Integration of All Operating Units on Illegal Drugs into the PDEA and Transitory Provisions • until the organizational structure of the Agency is fully operational and the number of graduates of the PDEA Academy is sufficient to do the task themselves • Nothing in this Act shall mean a diminution of the investigative powers of the NBI and the PNP on all other crimes as provided for in their respective organic laws
