What’s new? – Greater Flexibility Policy Areas • Priority Office Areas - reduction of minimum % preference for offices • Business Areas - no preference for particular uses, e.g. offices (and up to 40% housing) • More extensive flexible areas Allocated Sites • Required use % reduced • Flexible site allocations

  8. What’s new? – CIL • Community Infrastructure Levy (CIL) Policy identifies broad priorities: - types of infrastructure - criteria for prioritising • Specific priorities - transport - schools - green infrastructure - measures critical to economic & spatial strategy

What’s new? - Housing • Additional housing sites - incl.more greenfield sites to widen choice • Some standards less aspirational e.g.: • 25% wheelchair accessible housing (no increase) • cycle parking capacity in dwellings subject to negotiation in Travel Plans • On-site open space only on sites of 4ha or more

  10. What’s new? - City Centre Shopping • Broader Central Shopping Area (incl. The Moor) • Edge-of-centre locations for bulky goods sales, mainly Moorfoot • Relaxation of restrictions on the proportion of non-retail uses on ground-floor frontages outside the Primary Shopping Area

  11. What weight does document have? • NPPF – emerging documents may be given weight • Weight depends on: • stage reached • extent of unresolved objections • consistency with NPPF
