Senate breakout group on Contracts and Grants • Key Issues: • There is a new reporting structure—Jeri Muniz, the Executive Director of the Department of Contracts and Grants, and her staff report to Randy Hall, the Vice President of Research. • A task force analysis of Contracts and Grants is underway to focus on such issues as: role clarification, changing systems for financial management, budget preparation and reorganizing into a campus-wide decentralized model. • Recent changes include money for staff retention and training and the need for infrastructure changes—e.g., the old AIS system needs to be replaced

Proposed Activities • Contracts and Grants should develop transparent Metrics of Performance and Effectiveness (MOPs and MOEs): e.g., Turn- around time, Throughput, IT, Error rate, reports of management. • Rebrandthe Office after Reorganization—communication plan for the university community about the changes using multiple media • Some training issues have been discussed but the Task Force (or another group from the senate) should help create a plan for the ongoing development of staff. • The Office of Research should use the Senate Research Committee to help guide the improvement, training and rebranding efforts.
