  2. GASB’s Suggested Criteria for Effective Communication Reports should include: Purpose and scope Goals and objectives Citizen involvement Multiple levels of reporting Analysis of results and challenges Focus on key measures Reliable information Relevant measures Resources used and efficiency

  3. GASB’s Suggested Criteria for Effective Communication, cont. Reports should include: • Citizen and customer perceptions • Comparisons • Factors affecting results • Aggregation and disaggregation • Consistency from period to period • User friendliness • Regular and timely reporting

  4. Core Evaluation Issues • Who is the common audience? How we will test each project: Use the Citizen Advisory Committee, or use agency advisory boards? • What is the purpose? To provide information that certain groups want? To improve public image? To generate interest in performance? • What is the objective? Access vs. use of information

  5. Our Core Evaluation Question: How well each project’s presentation of performance measure information is likely to engage and help interested citizens? 1. Is the interface user-friendly? (Understandability) 2. Is the information they choose to present easy to understand and meaningful? (Comparability/Timeliness/Consistency/Reliability) 3. How can users find out the information is available? (Accessibility)
