Benefits of the SPAWAR SBIR/STTR Program • Established in 1982 by Congress to: • Promote economic growth • Provide funding to local, national small businesses & academia • Fund start-ups • Create jobs • Stimulate technological innovation within the Navy • Develop new technologies • Refine existing technologies • Develop new applications for existing technologies • Mitigate technical risks • Increase small business participation in federally funded R&D • SPAWAR technologies have many civil applications, e.g., first responder needs and telecommunications Distribution Statement A

Who Can Participate? • U.S. for profit small business with fewer than 500 employees • Work must be performed in the U.S. • During Phase I, at least 2/3 of effort must be performed by the proposing firm - a minimum of ½ during Phase II • Principal Investigator must spend more than ½ time employed by the proposing firm Distribution Statement A

  6. Funding Source • Each federal agency with an extramural RDT&E budget in excess of $100M must participate • Current tax is 2.5% of all extramural RDT&E funds Distribution Statement A

Phase II.5 • Purpose: to further develop the technology and facilitate transition to a program of record and phase III contracts • 20% of program funding allocated annually • Funding shall be placed on phase II.5 contracts with matching acquisition program funding • Requires TTP with acquisition program or commercialization partner Distribution Statement A

TAP increases the commercialization success • of the Navy SBIR and STTR programs Navy TAP • The Transition Assistance Program (TAP) is: • Navy program offered exclusively to our SBIR/STTR Phase II awardees • Intensive 11-month program that provides small business free business consultant to work with SBIR firm and develop transition strategy. • Helps firm with strategic planning and preparation for Phase III • Includes development of business plans, protection of intellectual property, license agreements, partnering, venture capital, etc… • TAP ends with companies briefing PEO’s, Industry and VC communities at the Navy Opportunity Forum.   12. Tips for Succeeding • Just Getting Started? • Research topics consistent with your business strategy. Current and past solicitations identify Navy technology needs. • Submit proposals for solicitations your company can solve. Prepare to be innovative. • Utilize pre-solicitation period • Already have a Phase I? • Know your target platform/system of insertion • Build strategic partnerships (Resource Sponsors, Acquisition Managers, Program Managers) • Plan commercialization path early Distribution Statement A

Future Trends in SPAWAR SBIR • Navy Provider Enterprise (PE) Topics: • Technologies applicable to more than one SPAWAR PEO or PMW • Technologies applicable to multiple Navy or DoD components • Phase II.5 • A company may be invited to submit a proposal even if the phase I effort was funded by another DoD component. • Must have a PEO or SPAWAR sponsor • Have been awarded a phase I contract on the topic Distribution Statement A

Transition of SBIR Technologies • Ultimate goal is to transition technology to military and/or commercial applications • Often technologies are useful to other services or agencies in support of joint operability • Successful commercialization reduces costs to the military Distribution Statement A
