EQUAL Background • Legal challenges to the national HIV response among 3 key population networks • A study tour to South Africa inJune 2012. -Designed and implemented a model of legal aid -One of the world’s leading examples of affordable and effective legal aid, particularly for developing nations

Vision • For all people to live free from discrimination in a community with justice, rule of law and easy access to social service Mission • A community Paralegal program that addresses the discrimination and legal challenge of key populations (Sex Workers in Myanmar Network, Myanmar MSM Network and National Drug-users Network Myanmar)

  6. Specific Objectives • Address the legal concerns of key populations and raise legal awareness • Provide legal, HIV, and human rights education • Provide access to legal services • Establish a network of professional peer paralegals

  7. Activities • Conduct Legal aid training(paralegals ) • Community outreach visits • Direct legal representation • Disseminate educational materials to the community • Conduct organizational meetings and workshops • Community consultation telephone hotline • Provide referrals to respective organization • Advocacy efforts for law and policy reform

  8. Recruit and Training process • 5 persons from each network & 3 days training • Selected 2 persons from each network and 20 days training as per Paralegal guide book • PCM, LGBT Rights, Trauma counseling, communication skills, capacity building trainings • Regular legal workshops conducted by partner law firms and program lawyer

  9. EQUAL’s Legal Aids • Mediation (b/w the client, police and court) • Representation • Advice, Referral, Awareness, Lobby • Coordination and Collaboration (with MLAW, freelance lawyers) • Networking (with Justice Base org.) • Assessment (for justice project)

  10. Changes • Improving information sharing • More familiar to legal issue discussion among KPs • Increasing demand from KP communities • Police pay attention to the client’s home, family and relatives

  11. Future Plan • To amend/reform/remove the laws and acts which hinder to National HIV/AIDS Response (through MPs) • To strengthen a network of professional peer paralegals to the whole country by supporting the rule of law and justice.
