Parents must be invited 7-10 days in advance. • If there is not a 7-10 day notice, then document an explanation on the invitation. • They must receive a written invitation. • If no response, make a 2nd attempt. • A phone message does not count! Invitation to Conference
A biological or adoptive parent A foster parent if the parents’ rights have been terminated, but not a therapeutic foster parent. A guardian authorized to act as parent or make educational decisions, but not the state if the child is a ward of the state. **The term parent does not include an agency such as DSS or one of its employees if the child is in their custody. Invitation • DEC 1 • DEC 2 (if testing) • DEC 5 • Minutes • Give parent the Social History and any other checklist they need to complete • After the meeting: • Send EC 300 Initial Referral Checklist with copies of the required items to Mary Cameron Best at North Liberty within 10 days!! The 90 Day Timeline begins when the School Receives the Referral which is indicated on the DEC 1 Part II. • If it is a parent referral, the 90 days begins as soon as it is in writing. • It is our responsibility to help the parent document their request. • If it is a teacher referral, the 90 days begins when a decision is documented to refer for testing after interventions have been implemented and monitored. 90 Day Timeline

Test accommodations must be implemented in the classroom. • Give detailed information on the class and test accommodations in the implementation specifications. • Do not use custom accommodations for state testing unless approved by David McGee. • Make sure to address academic and functional skills in your present levels of performance and goals. • Extend 1 students must have objectives that correlate with the Extensions of Common Core Curriculum http://www.ncpublicschools.org/acre/standards/extended/ IEP Reminders • Extend 2 students must have competency goals • Extend 1 and 2 students need to have a justification statement for alternate assessment • Remember to check the correct course of study on transition plans for students 14 and older
Reevaluation without testing/additional data: • Invitation • DEC 7- Reevaluation Determination • Eligibility Determination • DEC 5- Prior Written Notice • DEC 4- Revisit the IEP or do a new one • Minutes Reevaluations
Reevaluation with testing/additional data requires 2 meetings: • First Meeting • Invitation • DEC 7- Reevaluation Determination • DEC 2- Consent to Evaluate (check all evaluations needed) • DEC 5- Prior Written Notice • Minutes • After the Meeting: • Get screenings completed (vision, hearing, and speech, if needed) • Complete and send the EC 416 (Request for Reevaluation) to Mary Cameron Best at North Liberty with copies of required forms and screenings. • Only send forms to Mary Cameron if formal evaluations are needed. First contact your Program Specialist! • Transfers from within North Carolina require a meeting with a DEC 5 and IEP addendum, if changes are needed. • Out-of-State transfers are considered Initial Referrals and may or may not require additional evaluations Transfers into the County
