  27. Data Entry Status • State has completed 100% Annual Data Entry work • Monthly Data Entry work has been completed only for 29% of the schools Ministry of HRD, Govt. of India

Issues • Huge gap in enrolment of children in primary and upper primary stages • Only 7% of the schools have been covered under inspections. • Low coverage of children under School Health Programme. • Poor Monthly data entry into MDM MIS web portal. • Delay in release of funds from State to District level Ministry of HRD, Govt. of India

  31. Findings of Monitoring Institute • North-Eastern Hill University, Shillong • Districts covered: South Garo Hills • In Rongara Block on the day of visit only one school had MDM programme. There is constant delay in the supply of food grains and the cooking cost by 2-3 months. • In Baghmara Block, few schools have to purchase water to organize MDM every time. • There is no school Health Card in any of the schools. • Inconsistency is experience regarding supply of food grains and cooking cost Ministry of HRD, Govt. of India

Findings of Central Team Visit • Districts covered: East Khasi Hills & RiBhoi • Non availability of cooking cost and food grains causing disruption in serving Mid Day Meals. • Delay in release of funds to the grass root level due to lengthy administrative process. • Delay in payment to cook cum helpers. • Poor maintenance of MDM records in schools. • Poor monitoring mechanism. • Lack of community participation in the scheme.   37. Proposal for Construction of Kitchen-cum-Store *out of 224, 191 are newly opened schools which were are not eligible for construction of kitchen cum store. **out of 9491, Construction of 928 sanctioned kitchen- cum -stores has not yet started. Ministry of HRD, Govt. of India

  38. Proposal for Procurement of Kitchen Devices *GoI has already sanctioned 700 units of kitchen devices for replacement on 11.05.2012. 1450 units of kitchen devices were sanctioned during 2006-07 and 1557 units were sanctioned during 2007-08. So total no. of units sanctioned during 2006-07 and 2007-08 is 3007. Therefore the balance amounts of 2307 units of kitchen devices have been recommended for replacement.
