  1. Michigan School Lock Down/Shelter-in-Place Drills

Legislation • House Bill 4460 (Act 197, Public Acts of 2006) • Signed June 29, 2006 • Requires schools (K-12) to perform 2 drills in which occupants are restricted to the interior of the building and the building secured appropriate to an emergency such as a hazardous materials release (shelter in place) or intruder on or near premises (lockdown) • MSP-EMHSD shall develop a model to be used by a school in conducting and coordinating drills

Legislation • Senate Bill 1108 (Act 337, Public Acts of 2006) • Signed August 15, 2006 • Adds requirement that some of the drills be conducted during lunch and recess periods, or at other times when a significant number of students are gathered but not in the classroom • Includes all drills (fire, tornado, lockdown/shelter-in- place) • Does not specify how many or what type of drills

Legislation • Both bills amend Section 19 the Fire Prevention Code, Act 207, Public Acts of 1941 • Reduces fire drills from 8 to 6 per year • Adds 2 lockdown/shelter-in-place drills • Does not specify one of each • Drills conducted during lunch, recess or other times when students are not in the classroom • MSP-EMHSD to develop a model policy

Drill Requirements • Conducted in coordination with local emergency management coordinator AND • County sheriff for the county OR • Chief of police OR • Fire chief for the municipality where the school is located OR • Sheriff or police or fire designee • Does not preclude involvement of other law enforcement agencies (MSP) • Does not require presence when drill is actually conducted

Drill Requirements • Local Emergency Management Coordinator • As much or as little involvement • Face to Face • Telephone contact • Involves lockdown and shelter-in-place drills only • Designee • Can be anyone (school administrator, teacher, school liaison officer, etc.) designated by sheriff, police chief or fire chief for the municipality where the school is located

  13. Things to Consider for Drills • Plain language notification system • Using fire alarm system for activation of drills • Drills times – recess, lunchtime, pass time • Signaling systems • All clear notification

Final Thoughts • Schools are encouraged not to conduct drills until receipt of policy packet • Drills must be coordinated with emergency management coordinators and emergency responders • Drills conducted without coordination of emergency managers and emergency responders will not be considered complete under this legislation • Only one drill will be required for this school year (2006-2007) because of late receipt of policy packet • Beginning September 2007, two drills will be required
