GUARANTEED TUITION PLAN PROPOSAL • New state law HB 29 requires all public institutions in Texas to offer a guaranteed tuition plan for UG resident students effective Fall 2014 • Texas A&M University-Kingsville proposes to implement a mandatory guaranteed tuition plan for all new and current undergraduate students beginning in fall 2014. A&M-Kingsville has elected to include resident and non-resident undergraduate students in our plan.
GUARANTEED TUITION PLAN PROPOSAL • Benefits of the plan: • The Guaranteed Tuition Plan will allow students and their families to budget earlier and more effectively for educational expenses. • Educational expenses will be much easier to understand since they will not change substantially from year-to-year.
THE GUARANTEED TUITION PLAN INCLUDES: • State Mandated Tuition • Designated Tuition • Mandatory Fees
WHAT IS NOT INCLUDED IN THE PLAN? All Non-Mandatory Fees (Lab Fees & field trip Fees) All Non-Academic Fees (Housing, meal plan, parking permit, etc.)
Methodology for calculating the plan • For fall 2014, the Guaranteed Tuition Plan will be calculated based on the current tuition and mandatory fees in effect for the 2013-14 academic year and adjusted by an inflation factor approved by the Board of Regents. • This new guaranteed rate will be in effect for twelve consecutive semesters for the freshmen in fall 2014. A new guaranteed tuition and mandatory fee rate will be established for each fall cohort of new undergraduate students each fall. • The additional revenue associated with the inflation factor increase will be added only to the University Services Fee.
GUARANTEED TUITION PLAN ELIGIBILITY • All new and continuing resident and non-resident undergraduate students will be placed in a Guaranteed Tuition Plan based on the number of earned semester credit hours in fall 2014. A new cohort of freshmen will be created each fall semester. • Graduate students will not be offered a Guaranteed Tuition Plan, but they will be provided the approved 2014-15 tuition and fee table for graduate students for use to budget for educational expenses.
LENGTH OF ELIGIBILITY FOR THE PLAN • Undergraduate students will have the following terms of eligibility under the plan: • Freshmen (0-29 hours)—12 consecutive semesters • Sophomores (30-59 hours)—9 consecutive semesters • Juniors (60-89 hours)—6 consecutive semesters • Seniors (90-120 hours)—6 consecutive semesters • 5th year seniors (120+ hours)—3 consecutive semesters
LENGTH OF ELIGIBILITY FOR THE PLAN • Transfer students will have the same eligibility timelines under the plan as current students based on transferrable semester credit hours. • For fall 2014 only, students with more than 120 semester credit hours in fall 2014 will have 0% inflationary increase for 3 consecutive semesters. If students have not graduated within the three semesters, they will revert into the new freshman cohort rate. • For fall 2014 only, seniors with 90-120 semester credit hours will have 6 consecutive semesters of eligibility. If they do not graduate within that time, they will revert into the new freshman cohort rate.
Elimination of fees • The University will propose the elimination of the following fees: • Computer Use Fee • Library Fee • ID Card Fee • Advising Fee • Graduation Fee • International Education Fee • Environmental Services Fee • Transportation and Safety Fee • Instructional Enhancement Fee
University services fee • The University will propose the creation of a new University Services Fee which will be charged beginning fall 2014. This fee will include instructional enhancement fees which used to be charged separately. • This fee will include all of the revenues that were collected previously in all the fees that have been eliminated. Also, this fee will contain the inflationary increases which are collected so each cohort will show a slightly different University Services Fee as a result.
Proposed fee increases fy15 • Fee referendum voting took place on March 25-26, and students overwhelmingly voted to support the following increases: • Athletics Fee: Increase from $18/sch capped at 13 sch to $20/sch capped at 13 hrs • Recreational Sports Fee: Increase from $110/semester to $135/semester

Athletics fee increase proposal • Benefits to students from fee increase: • Addition of women’s sports: Women’s Sand Volleyball and Women’s Soccer • Creation of facilities to support two new athletics programs • Compliance with Title IX
Recreational sports fee increase proposal • Benefits to students from Rec Sports Fee increase: • Establish a formal club sports program • Improve intramural fields and include artificial turf • Repair or replace tennis courts

New process for Student Loan refunds beginning summer 2014 • TAMUK has contracted with Higher One to process student loan refunds beginning summer 2014. • Students will receive a Higher One debit card in the mail which will serve as the log-in user name. Students should go onto the Higher One website immediately to select one of the following options for their refunds: • Deposit into student’s current banking account, • Open a Higher One account to receive refund (the card you received will be the debit card for the account), or • Receive a paper check.
