  5. Product Description • Fiberglass-reinforced mat. This mat is a spin-off of the fiberglass-reinforced mat developed by the Air Force as part of its rapid runway repair project. The mat is made of polyester resin reinforced with four plies of woven chopped fiberglass. The weight of a 6-foot by 6-foot panel is approximately 115 pounds. Each panel has an 8-inch underlap with a downward fold for connecting panels together. A quick-install connector pin bolts the panels together. The connector pin is placed in overlapping rectangular holes and tightened. As the pin connector is tightened, a bottom plate rotates 90 degrees, locks in place, and pulls the two panels tightly together. When installed over sand, the mat will support over 5,000 truck passes with very little rutting. The mat may flex significantly under heavy wheel loads; however, it springs back to a flat position and usually suffers no damage.

The RRR market developed from the need to quickly repair damaged runways in a combat environment so that critical air support can be reemployed at a “bombed out” airfield. Rapid Mat is currently the sole contracting entity with the United States government agencies, departments and armed services for RRR products. Rapid Mat provides the only cost-effective and commercially available RRR products that comply with NATO Standardization Agreement No. 2929, which requires member countries to have state-of-the art RRR capabilities.   16. Major Projects • Rapid Mat U.S. LLC/Starflite Inc., Washington D.C., is being awarded a $43,050,924 firm-fixed-price contract to provide for the Rapid Runway Repair (RRR) System for Taiwan. This contract includes hardware comprising the RRR System, as well as contractor logistics support to transport to and deploy the system within Taiwan. The contractor will train the Taiwan Air Force in system operation and maintenance. Manufacturing and procuring commercial off-the-shelf equipment items will take place in the continental United States. Remaining work, with the exception of shipping to Taiwan, will take place in Taiwan. At this time, the total amount of funds has been obligated. This work will be complete March 2004. Solicitation began October 2001; negotiations were completed February 2002. The Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-01-C-6023).
