Program Issues • Substance vs. Form or Format • Description and Justification paras should provide an intelligent and reasonable person a clear understanding of what is proposed • The proposal can stand on its own merit • Buzz words are distracting, detracting • Official letter, plain text, database printout • Grammar, punctuation, logic • Out of Cycle Authority Requests • 60 days by CJCSM 3500 • Required Clearance Date • Not necessarily same as critical cancellation date (CCD)

Program Issues, cont. • “Conferences” under 10 USC 2010 (DCCEP) vs. 10 USC 1051 (PE) • Sec. 2010: conference is directly related to a specific exercise • Example: Concept development, Initial-/Final- planning, TPFDD development, • Sec. 1051: all other conferences not directly related to an exercise • Example: subject matter exchange, bilat/multilateral talks, discussion • Gray area: Table Top ex, Rehearsal of Concept, and the like • Exploring potential areas/domains for future combined operations

  5. 10 USC 1051 Delegation • USEUCOM and USCENTCOM intend to submit requests to SECDEF • Approval authority under 10 USC sec. 1051 to combatant commander • Does NOT apply to 10 USC sec. 2010 (DCCEP) • Other CCMDs are welcomed to request similar, offer comment • USAFRICOM J-5 is aware • OSD(P) to determine how to provide general oversight of related activity, TBD • DCCEP Two Year plans not likely to be affected • DCCEP End of (Fiscal) Year reporting to continue • Scrutiny of 10 USC 1051 (PE) Two Year plans may increase

DCCEP, PE Two Year Plan • FY 13-14 DCCEP, PE • Being reviewed by OSD General Counsel a/o 14 Sep 2012 • Issuance: Oct 2012, TBD • No new caveats, prohibitions • Libya, Egypt likely to be reviewed on case-by-case basis • FY 14-15 DCCEP, PE – Time line to remain approximately same • 3 Dec 2012, NLT: JETD issues data call • 1 Mar 2013, o/a: FY14-15 Plans to Joint Staff • 1 Oct 2013, o/a: FY14 Clearance and FY15 guidance
