Problem • Maryland currently in trouble when it comes to funding our transportation trust fund • Backlog of transportation projects awaiting construction is more than $40 billion • Since 2000, TTF Revenue increased only 28%, while the General Fund increased 56% • Gas tax, largest source of TTF revenue, not been increased since 1992. Current rate, 23.5 cents/gal. • Legislation passed numerous times since 1984 “Borrowing” TTF revenues to general fund. $117 million of $571 million outstanding • Additional $250 million diverted to general fund to compensate for anticipated revenue lost due to repeal of computer services tax.
S.T.A.R.T. of Solution • “START” of a solution (Statewide Transportation Alliance to Restore the Trust) • Alliance of businesses, nonprofit, and public sector interests • 57 members strong, and it continues to grow • Two things must happen in legislature: • Constitutional Amendment: Prohibit reaching into the TTF for nontransportation related spending; and • Increase transportation fees to get approximately $500 million/year • Two bills pending: SB 714, Garagiola & HB 1001, Frick • Hearings were held • S.T.A.R.T. Testified in Support
Importance for CSSC • Transportation improvements to intersections at APG and other BRAC facilities are dependent upon this bill being passed • Harford County Delegation- less than helpful!! • Please contact your members of the County’s Delegation, as well as County Execs, and County Council Members • Tell them we need these bills passed for a smoother BRAC transition
