This article reviews the history and development of welfare programs in the United States, tracing their origins from British Poor Laws and colonial assistance to contemporary initiatives under the Social Security Act and the Personal Responsibility and Work Opportunity Reconciliation Act. It examines the changing landscape of government aid, emphasizing the balance between providing support and encouraging self-sufficiency. Key issues include the role of state discretion, the intersection with non-government groups, and the ongoing debate over welfare dependency versus personal responsibility.
