  13. Site Selection – Multiple Power Plants “Yes” indicates that the condition was satisfied, and that there was no difference in meeting the criteria by all listed sites. Differentiation in how the site met the conditions is indicated by a “5 to 1” rating system. 5 – Very Favorable 4 – Favorable 3 – Neutral 2 – Unfavorable 1 – Very Unfavorable
