Larry Burger, CIPFA – Vice President, Director and Owner. • B.S. in Public Administration, Upper Iowa University. • Prior to joining Speer in 1993, spent 20 years in City and County government with the last 15 years as the Finance Director for the City of Waterloo. • Past President, Iowa Municipal Finance Officers Association • Certified Iowa Municipal Clerk • Member: Iowa Association of School Boards, GFOA, IIMC, Iowa League of Cities, and Iowa Association of Counties.
