Participating countries: • 28 EU Member States, • Potentially participating countries: • Acceding countries, candidate countries and potential candidates • EFTA => sign an Agreement with the European Commission Signed : Serbia, Montenegro, and the former Yougoslav Republic of Macedonia Pending : Albania, Bosnia Herzegovina

Structure of the Europe for Citizens programme 2014-2020 • Strand 1.- European remembrance (+- 20 %) • Strand 2.- Democratic engagement and civic participation (+- 60 %): • Town Twinning • Networks of Towns - Civil Society Projects • Horizontal Action / Valorisation (+- 10 %): - Dissemination and use of results and of good practices

  9. General features of the EfC Programme • Equal access • Transnational and local dimension • Intercultural dialogue • Volunteering

STRAND 1: EUROPEAN REMEMBRANCE • Projects reflecting on causes of totalitarian regimes in Europe's modern history (specially but not exclusively Nazism that led to the Holocaust, Fascism, Stalinism and totalitarian communist regimes) and to commemorate the victims of their crimes. • Projects concerning other defining moments and reference points in recent European history. In particular, action which encourage tolerance, mutual understanding, intercultural dialogues and reconciliation as a means of moving beyond the past and building the future, in particular with a view to reaching the younger generation.

STRAND 1: EUROPEAN REMEMBRANCE • Projects including multidisciplinary activities and involving partners and citizens coming from different disciplines. • Moreover, projects should be implemented at a transnational level (creation and operation of transnational partnerships and networks) or with a clear European dimension.

  12. STRAND 1: cont'd Applicant and partners • Public local/regional authorities or non-profit organisations with legal personality established in an eligible country. Maximum grant • 100.000 EUR. Maximum project duration • 18 months.

  13. STRAND 2: DEMOCRATIC ENGAGEMENT AND CIVIC PARTICIPATION • Town twinning • Networks of Towns • Civil Society Projects

  14. STRAND 2 (cont'd) Town twinning • Projects bringing together a wide range of citizens from twinned towns around the preliminary predefined themes of European interest (annual priorities) with a clear link to the European political agenda.

STRAND 2 (Cont'd) Town twinning Applicant and partners • Towns/municipality or their twinning committees or other non-profit organisation with legal personality representing local authorities and established in an eligible country. • Partners: Municipalities/organisations from at least 2 eligible programme countries of which at least one EU Member State. • Minimum of 25 participants Maximum grant • 25.000 EUR. Maximum project duration • 21 days (meeting), 9 months (eligibility period).

  16. STRAND 2: (Cont'd) Networks of Towns • Multilateral projects promoted by transnational twinning partnerships and networks around issues of common interest for developing thematic and long-lasting cooperation.

STRAND 2 (Cont'd) Networks of Towns Applicants: • Towns/municipalities or their twinning committees, other levels of local/regional authoritiesor federations/associations and NGOs representing local or regional authorities • Partners: same as applicants + NGOs • A project must involve municipalities/regions/organisations from at least 4 countries participating in the Programme of which at least one is an EU Member State. Maximum grant • 150.000 EUR. Maximum project duration • 24 months • At least 4 events

STRAND 2 (Cont'd) Civil Society Projects • Projects promoted by transnational partnerships and networks directly involving citizens. • Those projects gather citizens from different horizons, who will act together or debate on the annual priority themes of the programme at local and European level.

STRAND 2 (Cont'd) Civil Society Projects Applicants • Non-profit organisations with legal personality established in an eligible country • Partners: NGOs or public regional or local organisations • A project must involve organisations from at least 3 eligible programme countries of which at least one is an EU Member State. Maximum grant • 150.000 EUR. Maximum project duration • 18 months

  20. STRAND 2 (Cont'd) Civil Society Projects Qualitative criteria: • Annual priorities have to be covered • Link to the European political agenda and policy-making process; • Types of activities: • Promotion of societal engagement and solidarity • Gathering of opinions • Volunteering

  22. OPERATING GRANTS Separate call for proposals for: • European public policy research organisations (Think tanks). Maximum amount: 350.000 € B) Civil Society organisations working at European level(both strands) Maximum amount: 200.000 € C) Platform of pan-European organisations Maximum amount: 600.000 €
