  3. What was the EMANCIPATION PROCLAMATION? Law issued by President Lincoln on January 1, 1863 which freed all enslaved persons in states of rebellion.

Four Important Effects • It gave a “NEW SPIRIT” to Union soldiers and supporters. • For the first time, blacks were allowed to join the Union army. 200,000 blacks would join the Union military • The Union gained European support (Britain had outlawed slavery and the slave trade in 1830) • It changed the cause of the war from states rights to human rights. (from preserving the Union to freeing slaves)

  5. A Depressed State of Affairs • Not enough food, clothing, or shelter • Goods were scarce • High prices • Farms were being neglected • Many were dying from battles and diseases

  6. Why do some people say the Emancipation did not free any slaves? It only freed slaves in the states of rebellion. It did not free slaves in the border states (slave states that did not secede) and since the Union had no control over the Confederate states.

  7. Why did Lincoln wait so long to issue the Emancipation? • Lincoln was waiting for a major Union victory. It was issued right after the Battle of Antietam, a Union victory, but the bloodiest one-day battle in the war • He also did not want to lose the support of the border states. • Remember that he originally just wanted to save the Union and keep slavery from spreading.
