Purpose of Partnership Strategy • SITA is to deliver on its mandate as outlined in the SITA Act, but to also play a critical role towards broadening the involvement of various industry partners and suppliers to deliver cost- effective ICT solutions without compromising quality. • Purpose of the EOI is to create inclusiveness of all parties responding as per registration process. No party will be excluded on any grounds to be registered on the SITA Data Base!

  4. Purpose of Partnership Strategy (Cont) • All parties will be given the opportunity to obtain compulsory requirements as per EOI. • Partnership requirements will focus primarily on IFMS implementation partners.

  5. What is Certification per Industry Definitions? Confirmation of certain criteria/characteristics of an object, person, or organization. provided by some form of external review, education, or assessment. Professional certification, where a person/organisation is certified as being able to competently complete a job or task, usually by the passing of an examination. Product certification. processes intended to determine if a product meets minimum standards, similar to quality assurance.

  6. What is SITA Certification? The process through which SITA will certify industry partners and departments against pre defined criteria – e.g. process, tools, people & experience, regulatory requirements, local presence - to assist with ICT services to government departments.

  7. What is Accreditation? “The process through which certification of competency, authority, or credibility is presented. Organizations that issue credentials or certify third parties against official standards are themselves formally accredited by accreditation bodies (such as “SANAS”); hence they are sometimes known as "accredited certification bodies". The accreditation process ensures that their certification practices are acceptable, typically meaning that they are competent to test and certify third parties, behave ethically and employ suitable quality assurance. One example of accreditation is the accreditation of testing laboratories and certification specialists that are permitted to issue official certificates of compliance with established standards, such as physical, chemical, forensic, quality, and security standards.”

Certification Framework Objectives To Establish a Certification Capability: To determine certification standards for service delivery enabling SITA to appoint certified industry partners for ICT service delivery. To Develop a Certification Model: To guide the process of the selection of industry partners in terms of competency levels. To Establish a Certification Process: To determine the process to assess, equip and certify partners. To Establish a Monitoring and Evaluation Process: To review partner performance and service delivery in order to renew or terminate partnership. (In accordance with SITA’s improved SLA management processes.)

Principles of Certification • SITA will align to industry standards • Certification will have a SITA specific approach • Assessments will be done for all capabilities • All services that can be done by industry role players will be certified • Certification will be for multiple partners/suppliers • Partners will pay for Certification, and Training • Pricing in line with Industry Benchmarking

Estimated Cost for Training Services • Recommended PSI training fee to be charged per person per day: R1500 per delegate per day. • Certification fee per delegate per training course: R200 per delegate per course attended successfully • A recommended re examination fee of R200 will be applicable for partners failing original examination assessment.

Recommendations EOI issued – 12 August for IFMS implementation as per Government Gazette Information Session is Compulsory on 25 August 2011 in all 9 regions Close applications for Expression of Interest (EOI) by 9 September 2011 Compile list of preferred suppliers by 30 September Toolkit Capability Training/Certification to Commence by 3 October Publish RFB/RFQ by 15 October. Close by 15 November. 1st round of certified suppliers to implement IFMS SCM solution by 18 January 2012 Certification for SCM Core (AM, PMM, CMM) commences 3 October

  42. Pre Requisites for EOI • Applicants must indicate an interest in providing ICT services. • Applicants must be registered companies/ legal persons. • All applicants will receive training in SITA processes, (SITA Capability Toolkits), the cost of which shall be carried by the applicant. This will not guarantee a contract for services with SITA.

  43. PreRequisites (2) • Only applicants who undergo training and meet the required competency level shall be certified as capable. Any applicable RFB will only be addressed to those partners on the data base that have been certified in the relevant competency. • Should applicants not undergo training within a specified period, the applicants name shall be removed from the SITA data base

  44. Pre Requisites (3) • Applicants will be classified by SITA in accordance with the standards provided by SITA, in the following partner categories: • Level 0: Incubate Partner; • Level 1: Bronze; • Level 2: Silver; • Level 3: Gold; • Level 4: Platinum.

  45. Pre Requisites (4) • All potential partners will be required to have basic skills in the applicable capability areas as per recommended and compulsory requirements, before allowed on the SITA Capability Toolkit training. Applicants without the applicable basic skills will be required to perform self-skilling, but will receive guidance from SITA. • A minimum of Grade Twelve (Standard Ten) will be required from all individual partners.

  46. Pre Requisites (5) • In order to qualify for Platinum classification, applicants shall be competent in at least 8 SITA-identified capabilities, with the exception of Cataloguing, Support Services & Product Development

  47. Pre Requisites (6) • Partners wishing to be classified on the Level 3 (Gold Partner) and Level 4 (Platinum Partner) category shall be required to provide mentor services to Level 0 partners as a qualification requirement. • All bidders must ensure that they continually meet the minimum requirements per capability as issued by SITA from time to time, and specifically as applicable when the RFB is published.

  48. Pre Requisites (7) • The approved list of service providers will be valid for a period of three years. The EOI will be re-published annually to update the supplier list in order to allow new members to apply for selection. Existing suppliers already listed need not re-apply annually. • The costs of the SITA Toolkit Capability Training will be Industry-benchmarked and in line with other professional training institutions. The training fee will be charged on a rate-per-day basis.

  49. Pre Requisites (8) • All members on the SITA database will be grouped in a partner classification based on responses to the EOI. All listed members will be required to undergo compulsory training on the SITA Capability Toolkits in order to be certified. This will ensure that partners will be fully capable of following prescribed methodologies and processes compliant to SITA Capability Toolkit standards. (As published per RFQ).
