Pavement Maintenance? • The SDDOT Office of Aeronautics annually facilitatesa Statewide Airport Pavement Maintenance project grant for all AIP airports. • What Is The Purpose of Pavement Maintenance? • To obtain Maximum Pavement Service Life in order to preserve capital investment and fulfill Sponsor AIP Grant Assurance Obligations. • This Goal is accomplished by having a coordinated partnership between the Sponsor, Engineering Firms, State and FAA all working together.

  4. Pavement Maintenance • 1. Identify potential airports to be included in the next years Pavement Maintenance Grant. • Aeronautics Staff Responsibilities • Inspect all airport pavements annually and record potential pavement maintenance needs for possible inclusion in the next years pavement maintenance contract. • Inspections are done in the spring and summer and are vital to identify any new pavement maintenance needs. • Sponsor/Airport Consultant Responsibility • The success of this process also relies on airport managers, sponsors and airport consultant to alert aeronautics staff of any urgent pavement distress issues.

  6. Pavement Maintenance • 2. Compile comprehensive list of airports and subsequent work to be included on FAA grant pre-application, due by December 1st. • Aeronautics Staff Responsibilities • Review latest Capital Improvement Plan (CIP) and Pavement Condition Index Survey to determine feasibility of specific pavement maintenance work at all potential airports. Confirm potential list with Aeronautics Project Engineer Jon Becker. • Verify CIP and PM plan potential costs with sponsor and airport consultant prior to inclusion on pre-application list. • Once all PM projects have been determined the final list of airports is compiled and a pre-application and Environmental Clearance requests are completed and sent to the FAA.

  9. Pavement Maintenance • 3. South Dakota Aeronautics Commission is officially notified of airports to receive PM in the next years grant and the associated costs. • 4. Consultant produces comprehensive detailed Pavement Maintenance Plans. • SDDOT reviews and comments on Preliminary and Final construction plans. • Consultant advertises PM plans, public bid-opening held at SDDOT in Pierre. • Consultant awards PM contract and submits updated grant application to FAA Airports District Office after the contract has been awarded. • FAA transfers sponsor entitlements to the state who administers the contract.

  11. Pavement Maintenance • 8. FAA reviews PM application and when funds become available they make Grant Offer to SDDOT. • 9. PM Consultant coordinates Preconstruction meeting with Contractor, and SDDOT. This meeting outlines all of the PM contract requirements including project schedules and airport notifications. • 10. Consultant and DOT Inform Individual airports about upcoming PM. • Once the contractor has submitted a tentative work schedule airports affected will be contacted to confirm tentative dates of PM work . • Airports will again be contacted at least 2 days prior to Pavement Maintenance being performed on their airport.

Completion of Pavement Maintenance work at airports. • Airport Managers or a Sponsor Representative should be available to do a complete inspection and give final approval after each phase of work and clean up has been completed. • This step is critical to ensure all work and clean-up has been completed to Airport/Sponsor expectations prior to crew departure. • Aeronautics staff inspect completed PM work • Once work has been completed aeronautics staff will invoice airport sponsors for their 5% share of the PM work completed at their airport.

  14. 2017 Pavement Maintenance Grant • Work is scheduled to be performed at: Belle Fourche, Canton, Harding County, Hoven, Milbank, Miller, Sturgis and Wagner. • 2018 Pavement Maintenance Grant • Work is planned at: Eureka, Gettysburg, Huron and Mitchell
