Points of attention Unclear legislative texts: “The European Council text of INSPIRE allows Member States to apply charges and/or licenses to view services where these are an essential precondition to maintain the spatial data sets and services or to fulfill requirements of already existing international spatial data infrastructures in a sustainable way.” 1.
