CH2M HILL’s Hanford Mission CH2M HILL is the DOE Office of River Protection contractor charged with: • Safely managing Hanford’s 177 underground storage tanks of radioactive waste • Cleaning up and closing Hanford’s tank facilities • Retrieving for treatment and disposing of approximately 53 million gallons of radioactive and hazardous waste.

Why have a QA Program? • QA, simply put, is an effective Management System • It is the process by which we define our Management structure, our Training and Qualification requirements, our Quality Improvement philosophy, and our Records and Document controls, • It is also the process of how we do work, including Work Processes, Design, Procurement, and Inspection and Testing, • And finally, it is the process by which we assess ourselves to ensure our processes are effective at meeting our needs and our customers needs.

  8. Why Have a QA Program? • It’s a good business practice • It increases the potential of consistently producing a quality work product • Our DOE contracts require that we define and implement a QA program for all of our work, nuclear and non-nuclear • The Code of Federal regulations requires nuclear facility management teams implement a QA program.

  9. Good Business Practice? • Successful companies have well defined processes that document management expectations for implementation • Documenting, and following our processes ensures repeatability of quality products and increases customer confidence • Provides the frame work by which our company can continue to improve and perform safe and effective work, on time, on schedule, at or under budget. • Our Customer expects value for their money, as we, as a Contractor, expect value from our subcontractors for the money we pay them.

Contractual Drivers • DOE Order 414.1A, Quality Assurance, is invoked in our contract. • Requires a Ten Element program for performing all work at Department of Energy Facilities • 10 CFR 830, Nuclear Safety Management, is also invoked in our contract. • Subpart A requires a Ten Element program for performing work at Department of Energy Nuclear Facilities • Work activities related to implementation of 10 CFR 830 are ENFORCEABLE under the Price Anderson Amendment Act (PAAA)

What are the Requirements? • Both DOE Order 414.1A and 10 CFR 830 are invoked in our contracts and require: • Contractor develops a Ten Element Program • Program requires approval by DOE • Contractor conducts work in accordance with the QA program • The QA program must: • Describe HOW the QA criteria are satisfied • Invoke a National Consensus Standard • Describe HOW the contractor ensures subcontractors and suppliers satisfy these requirements

National Consensus Standard • A National Consensus standard is a documented quality assurance program that is recognized nationally and acts as a requirements basis for developing a company specific program. • These standards contain industry accepted practices that have proven over time to provide consistent quality products when properly implemented. • Some examples would include: • ANSI/ISO/ASQC-Q9000 series (ISO 9000) • ASME NQA-1 • ANSI/ISO/ASQC-Q14000 series (ISO 14000) • CH2M HILL has chosen NQA-1 • BNI is contractually required to use NQA-1
