  3. Effective July 1, 2011. . . SB1354 Creates Changes in CPA Education Code 54690-54697: • Definition of “at risk • Required “Program of Study”– logical sequence of 3 or more CTE courses • Internships: summer or senior year • Required Lead Teacher prep

  4. Does not change . . . CPA requirements: • Academy “pure” classes • Common planning period • Appropriate district matching funds: supplementing, not supplanting • Advisory committee that includes all CPA stakeholders

  6. CPA Funding Sources: • Proposition 98 • Senate Bill 70 • Assembly Bill 519 • Senate Bill 1x 1

  7. Prop. 98 • Currently 264 funded • Continued funding • Tier II reduction of 19-20% through 2013 or 2015 (depends on legislative decision) • Funding threatened by proposed widespread categorical flexibility

SB70 Budget Info 2011-12 • Legislation and funding for SB70 sunsets June 30, 2012 • 6/30/12: • CPAs have spending authority for 2010-11 funds through 6/30/12. • 7/31/12 • End of Project Reports for 2010-11 budget are due by 7/31/12 • 8/31/12 • Unused & unearned funds returned to CDE by 8/31/12 • 9/30/12 • CDE reconciles and reports to state by 9/30/12 • 10/31/12 • 2011-12 CPA Annual Report due • 11/31/12 • 7-8% of 2010-11 grants that was previously withheld is sent to district by 11/31/13 (pending receipt of all required reports and pay-back of funds)

  9. SB70 • Seeking continued funding for SB70 • Administrative extension • Reauthorization (Steinberg) • Full Implementation RFA • Summer or Fall, 2012 • Continue funding by folding into Prop 98 • Approximately 25 grants

  10. AB519 • Phase 1 Green CPAs (began grade 10 in 2009-10) • Funding will sunset June 30, 2012 • Spending authority to March 31, 2013 • Bridge funding • Phase 2 Green CPAs (began grade 10 in 2010-11) • Funding will sunset June 30, 2013 • Spending authority to January 31, 2014

  11. SBx1 1 • Planning Grants for 21 Green Academies in 2011-12, • 9 New CPAs to begin grades 9 & 10 implementation in 2012-13 • 12 Existing CPAs full grades 9-12 implementation in 2012-13

SBx1 1 • Adds grade 9 to CPA model • Changes funding formula: • Year 1: $1K/student up to 45 students in grade 9 • Year 2: $1K/student up to 80 students in grades 9 and 10 • Year 3: $1K/student up to 120 students in grades 9 – 11 • Year 4: $1K/student up to 150 students in grades 9 – 12 • Strong partnership with CEC

  16. CPA Program Status • Courses previously granted A-G status may be submitted for “program status” by representatives responsible for oversight of the “program”. This allows us to offer the courses as A-G approved, without individual applications to UCOP. Courses must be taught with fidelity and are monitored. • Check your conference program for workshops!
