  2. DECREE CUSTOMS LAW • President Pena Nieto presented the modification on September 8th to Congress • Congress approved modification on October 24th • Expected to be published in the Official Gazette January 1st

  3. REFORM MOTIVES • Pretends to facilitate international trade • Modernize customs, invest in infrastructure, establish best practices and procedures in customs • Adapt law to new technological implementations • Relates to National Development Plan 2013-2018

  4. CUSTOMS CLEARANCE • Possibility to clear customs in different locations other than Customs • Customs clearance optional to use Customs Broker • Administrator, General Manager, Partners, etc. are liable

  5. CUSTOMS CLEARANCE • Elimination of Customs Broker substitute • Possibility to request new licenses • Cancelation of licenses • Clear customs for a Company not authorized as an importer • Permit a third party to use the license • Declare a different value declared by the importer

  6. CUSTOMS CLEARANCE • Elimination of Customs Agent (Apoderado Aduanal) • Companies can design a Customs Representative that complies with terms and condition in the regulation
