  1. The Envirofacts Data Layer • Existing EF layers have multiple records for a single facility causing symbology and text labeling issues. • Metadata says all points NAD83. NOT TRUE – many points flagged as Hdatum_code = 001 indicating NAD27 and NO DATUM SHIFTS have been performed! • Lack of flexibility for local data location improvement and attribute enhancements in a timely and automated fashion.

  2. Region 10 Facility Data Layer • In most cases returns a single record per facility. • A variety of attributes and flags were added to allow data selection and symbolization beyond those possible with the LRT • major/minors • individual program • number of programs • stackable and sizeable symbol support • NADCON datum shift was performed on NAD27 source data. Additional lat/lng83 fields were added to avoid confusion. • Provides the ability to easily override locational information with the R10 “local” LRT file, but still can be provided back to the national LRT.

Region 10 Facility Data Layer • Automated and scheduled scripts/tasks perform all steps • Download from HQ Oracle using MS SQLServer DTS • C programs perform NADCON shift and SDE data layer refresh. • Joined with other data such as FRS and ICIS (enforcement data – penalties, notice violations, enforcement actions) • Data is downloaded and processed in about 2 hrs from start to finish for the ENTIRE U.S. (Includes EF, LRT, and FRS) • Data is accessed by applications (Erains) without disruption.

Magnitude of DATUM issue • Initial coordinates from LRT_BEST_COORDINATES • the best locational record from the PCS, TRI, RCRA, AFS, and MULTI layers • Entire database contains 805,017 records (All U.S.) • 254,406 records have a Hdatum_Code = 001 (NAD27) or 32% indicate that a datum shift is needed! • Datum shift ranges from near 0 to 400 meters • R10 data typically shifted 100 meters • About 160,000 (60%) of the shifted values were RCRA “minors”

  5. DATUM Shift Processing • Took 15 minutes to run NADCON on the entire set • Visual inspection showed the results did improve the locations – many sites are now located along the proper road!

Example symbolization using one new field… • Field name Pgm_Key(text string concatenation of following character data): A = AFS Major a = AFS Minor or Synthetic Minor B = BRS (Biennial Reporting System – RCRA LQG/TSD reporting) c = CERCLIS – Not a NPL, but had record in FRS Interest tables for Superfund C = CERCLIS NPL F,D,P site p = PCS Minor P = PCS Major r = RCRA “Minor” (not TSD or LQG) R = RCRA “Major” (TSD and/or LQG) T = TRI reporter • Examples of Map Text Labeling (many more in documentation): Big Major Company (APrT) Would indicate facility is an AFS major, PCS Major, RCRA minor and TRI reporter. Little Dry Cleaner (r) Would indicate facility is RCRA minor.
