University Council: Shared Leadership • The University Council is the deliberative and representative body that makes recommendations to the President on long-range planning and informs decisions on other substantive matters that affect the well-being and common interests of the university community. • Through this consultative decision-making model, we will compliment and support the success of our strategic planning and doing activities, and promote continuous improvement across the campus.

  4. University Council: Structure Board of Trustees The University Council is the main representative legislative body, which will deliberate and make recommendations to the President. President University Council Steering Committee Standing Committees

University Council: Steering Committee Board of Trustees The Steering Committee is elected by the University Council from among its members and is responsible for the overall coordination of the entire UC, functioning as an executive committee. This coordinating committee of the UC is comprised of five non-administrator members of the UC. The sixth member shall be the Senior Vice President, Provost and Chief Operating Officer, who shall serve as co-chair and co-convener.   6. University Council: Standing Committees The nine Standing Committees, comprised of 108 members, are elected or selected by the University community constituencies. The Standing Committees report to the University Council. Standing Committees: Responsibilities Board of Trustees Participate in: • Deliberations that produce mid-range and long-range planning scenarios • Evaluation of the development of objectives, strategies, initiatives, and action steps for academic support units to enable the successful accomplishment of the University’s academic mission • Periodic assessment of committee accomplishments, and recommend changes in committee scope and areas of influence as needed President University Council Steering Committee Standing Committees

Standing Committees: Responsibilities Board of Trustees Communicate: • Ideas/concerns/updates to the full University Council, which will then have the responsibility for communicating this information to all campus groups Provide: • Recommendations for action on policy, operations, organization, and other matters President University Council Steering Committee Standing Committees

Standing Committees: Expected Practices Board of Trustees • Committee members will have the responsibility for interacting with their campus constituencies to seek input on matters of concern to the UC. • Standing Committees will recruit temporary, non-voting members as they see fit to carry out their role. • Supervisors of committee members will support committee member activities and consider such service as both professional development and part of the member’s work duties. Standing Committees: Meeting Guidelines Board of Trustees • Committees will typically meet twice a month on a yearly basis. • Agendas and previous meeting minutes will be disseminated electronically Thursday of the week prior to each meeting. Any issue briefs to come out of a committee meeting are posted to the online form prior to the next committee meeting. • Members of the UC cannot designate individuals to proxy for them when unable to attend a meeting. • The most recent edition of Robert’s Rules of Order will be the official body of rules for the UC in situations not specifically addressed. Standing Committees: Issue Briefs Issue Briefs are the method by which items for consideration are presented to the UC. • Standing committee designees can complete an Online Issue Brief during or following a committee meeting, as they are completed via an online form. • More than one Issue Brief can be generated by a standing committee at one time. • Issue Briefs provide: • Issue topics and descriptions • Consultation information • Impact to the University • Action requests • Vision 2020 goal alignment identification Available on the UC SharePoint Site

  12. Standing Committees: Elected and Appointed Officers * Chair, vice-chair and secretary must be faculty, contract professional or staff. Positions are elected biannually.

Standing Committees: Election Guidelines • Each constituent group represented in the UC will choose their own UC standing committee representatives in accordance with their respective governance structure. • Two representatives from each group will serve on each standing committee. • Where applicable, half of the members will be from their formal representative body and half will be from their at-large community. • Members may serve no more than two consecutive terms, though may serve again after a one-year absence. • Elections shall take place so that no more than one-third of a constituency’s membership is elected to serve annually (modified appropriately for student members).
