INTERNATIONAL CULTURAL NETWORKS • In 1998 the INCP adopted the cultural policy of protecting and preserving national or regional works of art, folklore, music, film, media, and language • The INCP was born out of an idea to create an informal and international NGO and venue for national ministers • Focused on a major issue of attempting to exclude cultural goods and services from future World Trade Organization (WTO) agreements

International Network for Cultural Diversity • The INCP expanded some work and started a new international non-government organization (NGO) which was named the INCD • The INCD seeks to complement and support the INCP’s efforts • The INCD is a global network of artists, painters, musicians, policy-makers, and cultural groups currently consisting of 500 members from 70 countries worldwide

Global Alliance for Cultural Diversity • A project that aims to turn creativity in developing countries into sustainable cultural industries • One of its goals is promoting cultural diversity, support economic development and encourage job creation in a range of fields including music, publishing, cinema, crafts, and the performing arts • Its mission is stated as promoting: “cultural diversity by strengthening the capacity of cultural industries to produce and distribute goods and services and help them gain access to national and international markets”

World Trade Organization • The WTO is an international organization dealing with the rules of trade between nations • It counts 152 member countries and the organization is designed to supervise and liberalize international trade and to help producers of goods and services, exporters, and importers conduct their business • The WTO began in 1995 as successor to the General Agreement on Tariffs and Trade (GATT), created in 1947

General Agreement of Tariffs and Trade • The GATT and the International Monetary Fund were established to stabilize currencies in relation to the US dollar • GATT applies to trade in cultural services but any obligations regarding market access and national treatment are subject to a country making commitments

  7. Chapter 5 Conclusion • The WTO considers all forms of artistic or cultural expression as services ; they should be part of and be included in any future free trade agreements • Canada’s strong support of the INCD was reduced with the federal election of the Conservative party • The WTO has been tied up for nearly a decade over agricultural subsidies and tariffs. Next in line is culture • UNESCO has a specific role in promoting an international or global convention on cultural diversity, along with the INCD, which opposes the WTO and the USA position
