What is BRAC? • "BRAC" is an acronym for base realignment and closure • Reorganization process used by Department of Defense to improve efficiency and effectively support its forces • BRAC 2005 called for major changes to Aberdeen Proving Ground (APG) in Maryland • Funding assistance provided by DOD, Office of Economic Adjustment

APG and BRAC • Has been described as the “most important economic event in Maryland since World War II” • 8,200 jobs on post (civilian DOD and embedded contractors) • 7,500-10,000 indirect jobs (off-post contractors) • 28,000 direct, indirect & induced jobs to region • 17,000 new households and 45,000 population increase resulting from BRAC • Average household income of $109,000

  3. Incoming Organizations to APG • 11 missions from 8 states incoming • Incoming programs consolidate R & D at APG including: • Communications and Electronics • Chemical and Biological Warfare • Test and Evaluation Command

What is the CSSC? • The CSSC began as a marketing effort and has becoming a interregional planning and policy group to prepare for BRAC • Partnership of jurisdictions from 3 states and 7 counties: • Local government - Baltimore, Cecil, Harford Counties and Baltimore City, MD, York, Chester and Lancaster Counties, PA, and New Castle County, DE • MPOs – WILMAPCO and Baltimore Metropolitan Council • Economic - Greater Baltimore Committee and the Economic Alliance of Greater Baltimore

  7. CSSC Planning • Action Plans developed by each jurisdiction address: • Land use • Transportation and infrastructure • Education and workforce development • Public health, safety and community services • Regional demographic study completed

  8. Upcoming Planning and Ongoing Coordination • Transportation improvement planning for roadways leading to APG and regional rail coalition to advocate for commuter rail improvements • Land Use analyses and ordinance development • Curriculum development and workforce analysis and development • Water and Sewer Capacity

  9. Other BRAC Projects • Maryland BRAC Subcabinet formed • State agency planning by: • Department of Transportation • Department of Housing and Community Development • Department of Planning • Department of the Environment • Department of Labor, Licensing and Regulation • Department of Education
