Key Responsibilities of OEI • Collecting Information • Ensuring Quality Information • Accessing and Analyzing Information • Managing Information Technology Infrastructure • Managing the Agency’s IM/IT Policy Framework • Managing Outreach and Communication, and coordinating budget, and human resources across OEI

Functions of OEI • Serves as the Chief Information Officer for EPA • Manages the life cycle of information to support EPA's mission of protecting human health and the environment • Identifies and implements innovative information technology and information management solutions that strengthen EPA's ability to achieve its goals • Ensures the quality of EPA's information, the efficiency and reliability of EPA's technology, data collection and exchange efforts, and access services

  6. OEI Program Offices OEI is comprised of five program offices 1. Quality Staff: (QS) • Ensures the information we use is accurate, representative, and reliable • Develops policy, procedures, and tools for quality assurance relating to the collection and use of environmental information • Oversees the implementation of quality monitoring systems by EPA organizations

Office of Planning Resources and Outreach: (OPRO) • Responsible for providing OEI central policy, planning resource management, and administrative services • Manages outreach and communication programs, budget needs, human resources, and acquisition services across all of OEI 3. Office of Information Collection: (OIC) • Agency’s focal point for collecting, managing, providing, and safeguarding environmental information • Model program office for collaboration and customer service

Office of Technology Operations and Planning: (OTOP) • Manages EPA’s IT infrastructure, supporting the Agency’s information systems and information products • Provides technology services and manages the Agency's central IT investments • Develops and implements policies for information technology and security to ensure the adequacy and integrity of our infrastructure 5. Office of Information Analysis and Access: (OIAA) • Seeks to continuously enhance the public’s access to quality environmental data and information • Provides access to EPA's information resources for internal and external users • Develops and provides access to tools for managing and analyzing information

General Contracts Information Central Contractor Registration www.ccr.gov CCR Mandate Effective January 1, 2004 all contractors interested in doing business with the Federal Government MUST BE registered in CCR Who Registers Prospective vendors must be registered in CCR prior to: • The award of a contract • Basic ordering agreement • Blanket purchase agreement Prime contractors are not required to have their subcontractors register in CCR. If a subcontractor wants to bid directly for contracts, they must also register in the CCR.

General Contracts Information (cont’d) Small Business Vendor Profile Database cfpub.epa.gov/sbvps The system has been developed, implemented, and managed by OSDBU to track: • Small, Small Disadvantaged • Women-owned • Service Disabled Veteran-owned • American Indians/Alaskan Native businesses • Historically Black Colleges and Universities (HBCUs) • Hispanic Association of Colleges and Universities (HACUs) • Minority Serving Institutions (MSIs) This database provides a means to do business with EPA and to search and retrieve vendors by ownership, NAICS codes, Corporate Capabilities, SBA 8(a) status, and other designations as desired. The public has access to this database through the Web.
