Approach • PCR Framework guidance from Water Research Foundation • Internationally recognized Non-profit research organization – credible and scientific • The Water Research Foundation has extensive experienced in potable reuse technical/scientific research • WRF lead 3 one-day interactive workshops • Provide opportunities for stakeholder to present questions or concerns. • Approach: • Workshop #1: Recommended a list of topics and options • Workshop #2: Summarized recommendations based on stakeholder input and current state-of-science. • Workshop #3: Review comments on Draft Report of recommendations.

Protecting Springs Ensure existing spring protections continue FDEP to amend rule to clarify that IPR reclaimed water released to groundwater moving to springs complies with surface water quality standards (if necessary as other rules are amended) with support of technical advisory committee Existing Regulations Review FDEP reviews reclaimed water treatment, groundwater recharge, and potable water treatment, and updates regulations as necessary with support of technical advisory committee

IPR Definition Include groundwater recharge in IPR definition Broad stakeholder technical advisory committee assists FDEP Coordination MOU DEP and WMDs to enter into MOU providing for coordinated review of all potable reuse permits if applicant so requests Incentivizing & Protecting Public Investment in Potable Reuse Form working group to determine if changes needed to existing law to incentivize and protect public investments in potable reuse projects Not FDEP technical advisory committee

Move Potable Reuse from Ch. 62-610 to Drinking Water Regulations • Proposal - move potable reuse specific requirements from Ch. 62-610, F.A.C., to drinking water related regulations – e.g. Chs 62-521, 62-550, & 62-555. Include new potable reuse requirements in drinking water regulations. • Goal – include all potable reuse requirements in rules addressing drinking water • Implementation – • New legislation directing FDEP to adopt new potable reuse rules following this approach • FDEP then adopts rules based on legislation • Technical advisory committee consisting of broad stakeholder group assists FDEP in rulemaking

Review of Rules Governing ReclaimedWater Groundwater Recharge • Proposal - FDEP reviews existing Ch. 62-610, F.A.C., groundwater recharge requirements in parallel with new rules for potable reuse • Implementation - Technical Advisory Committee consisting of broad stakeholder group assists FDEP in rule review

Addressing Pathogens in Reclaimed Water for Potable Reuse • Proposal - Change regulations to consider reclaimed water as source water when requiring removal or inactivation of pathogens • Public water system engineering report would use source water characterization to determine approach for achieving pathogen log reduction targets • Require utilities to establish treatment level & multiple barriers ensuring pathogen removal or inactivation sufficient provide risk of infection below 10-4 annually. • Implementation – Enact new legislation directing FDEP to adopt new rules for pathogen treatment in potable reuse. FDEP then adopts new rules based on legislation. Technical advisory committee assists FDEP in developing new rules
