4. Preliminary Longitudinal Cohorts for Planning Purposes • Preliminary cohort lists are available to districts via TEASE to help determine which year a student is expected to graduate for accountability purposes. • The preliminary cohort lists provide cohort membership information and selected demographic information only. • The final student statuses are reported in the final completion rate lists that, concurrent with annual dropout lists, will be released on Thursday, June 18. • The preliminary cohort lists for 2009, 2010, and 2011 will be refreshed in November 2009. The preliminary 2012 cohort will also be released at that time.

13. 2009 Accountability Overview Significant Changes Compared to 2008 • Removal of the School Leaver Provision from the completion/dropout/underreported indicators. • Continued impact of the phase-in of the NCES dropout definition through 2010. • The TAKS standards for Academically Acceptable increase for writing, social studies, mathematics, and science by five points each. • Changes to floor requirements for the Exceptions Provision for mathematics and science.

Factors Affecting 2009 Accountability(continued) Significant Changes Compared to 2008 • Underreported Students indicator standards increasing. • GPA standards going up for 9 of the previous 14 indicators; and there is one new GPA indicator. • Inclusion of the Texas Projection Measure (TPM). • Hurricane Ike provisions.

15. Additional Features Required Improvement (RI) • RI is a feature used for all three base indicators – TAKS, dropout rate, and completion rate. • RI is not available to elevate ratings from Recognized to Exemplary (dropout rate is an exception) • RI is calculated as the amount of improvement required to reach the current year accountability standard in two years.

Additional Features Required Improvement (RI) (continued) • RI evaluates gain demonstrated by an entire campus or district for a given TAKS measure, rather than individual student growth. • In 2009, RI will continue to be a feature that is applied to the TAKS indicator along with the new Texas Projection Measure. • RI is calculated using the TAKS base indicator (percent passing), not percent passing with TPM.

17. Additional Features Texas Projection Measure (TPM) • The TPM predicts whether a student will pass the TAKS test at the next high-stakes grade level. • TPM is based on (1) a student’s current performance on TAKS and (2) the TAKS scores from all students in the campus that a student attends. • Projection equations are developed the year before they are applied and are shared with districts before they are used in state accountability or federal AYP.

18. Additional Features Usage of TPM • Beginning in 2009, TPM can elevate a campus or district rating in cases when neither the TAKS base indicator nor Required Improvement (RI) are sufficient to allow for the next higher rating. • The “TAKS Met Standard with TPM” is a new percentage that will count students who either met the standard or are projected to meet the standard at the next high-stakes grade as passers. • Applies to TAKS indicator only and cannot elevate a rating more than one rating category.

19. Additional Features Exceptions Provision • The Exceptions Provision will continue to be applied to only the 25 TAKS measures (5 subjects multiplied by 5 groups: All Students, African American, Hispanic, White, and Economically Disadvantaged). • The Exceptions Provision will not be applicable to either Completion Rate I or Annual Dropout Rate indicators. • The Exception Provision cannot elevate a rating more than one rating category. • An exception cannot be used for the same measure for two consecutive years.

20. Additional Features Exceptions Provision (continued) • The campus or district must meet a minimum performance floor to be eligible to use this provision. In 2009 the floors are the same for every subject and rating category - 5 points below the standard. • In 2009, the floors for math and science have changed to be 5 points below, rather than 10 points below, the Academically Acceptable standard. • The evaluation of minimum performance floors will continue to be based on the percent of students passing the test. Performance on TPM is not included in this calculation.

21. TAKS Progress Indicator – AEA Procedures • The TAKS Progress indicator standard increases to 50% for 2009 AEA ratings. • Beginning in 2009, TAKS grades 3-10 tests meeting the student passing standard or projected to meet the student passing standard based on TPM are included in the numerator of the TAKS Progress indicator. • Since TPM results are not available at grade 11, TAKS grade 11 tests having a TGI score of zero (0) or higher will continue to be included in the numerator of the TAKS Progress indicator. • For 2009 AEA ratings, Required Improvement will be calculated using 2008 performance results with TGI and 2009 performance results with TPM.

24. Preview Data Table Release • Thursday, July 16 • Preview data tables released to districts (and ESCs with access) through TEASE. (Data on TEASE are confidential. TEASE data are not masked). • Districts may submit appeals after review of preview data tables. No appeals will be resolved prior to July 31, 2009. The appeals deadline is August 14, 2009.

25. Ratings Release • Thursday, July 30 • Districts can access their list of district and campus ratings on the TEASE Accountability site (1pm target time). • Friday, July 31 • Lists of 2009 accountability ratings for districts and campuses within respective ESC regions are transmitted to each ESC director (sent as a secure PDF via email – 10am target time). • District and campus ratings are posted to the public website (Afternoon target time).

29. Preview of 2010 and Beyond • HB3 Transition • Current accountability system remains in place through 2011. • Bill allows for no ratings to be issued for 2012. • New ratings system will begin in 2013. • Additional details regarding the accountability system as directed by HB3 will be forthcoming. • Bill requires a transition plan to be prepared by TEA and delivered to the legislature no later than December 1, 2010. • TEA-prepared Briefing Book on HB3 to be published (TEA public website) in early July.
