  6. Implementation of HB 3 Exclusions • Exclusions to the NCES Dropout Definition • HB3 defined certain exclusions that the TEA must make when evaluating dropout and completion rates for accreditation and performance ratings. The exclusions can be grouped into five categories: • Previous dropouts; • ADA ineligible dropouts; • Court-ordered GEDs, not earned; • Incarcerated in facilities not served by Texas public schools; and • Refugees and Asylees.

  7. Implementation of HB 3 Exclusions Exclusions to the NCES Dropout Definition • HB3 explicitly requires use of the current NCES dropout definition until 2011-12. TEA is interpreting the 2011-12 effective date to mean the 2010-11 dropouts collected in the 2011-12 year. • The 2008-09 dropouts collected in the 2009-10 year (2010 ratings) will be processed using current definitions with no new exclusions applied. • The 2009-10 dropouts collected in the 2010-11 year (2011 ratings) will be processed using current definitions with no new exclusions applied.

Significant Changes Compared to 2009 TAKS Base Indicator • TAKS will include performance results for all TAKS (Accommodated) grades and subjects. • Refugee / Asylee performance is excluded. • Only one administration of grade 3 reading. • Grade 6 Spanish assessment has been eliminated. • TPM now available for grade 8 science. • New vertical scale cut points will be used for grades 3-8 reading and mathematics.

Significant Changes Compared to 2009 TAKS Base Indicator • Prior year results will be rebuilt to mirror the changes for 2010. • For purposes of calculating RI, the prior year assessment results are rebuilt to include all TAKS (Accommodated) results, to use only first administration results for grade 3 reading, and to use the new vertical scale for grades 3-8 reading and mathematics. This will make 2009 and 2010 performance comparable and enable the use of RI for the TAKS indicator in 2010.

Significant Changes Compared to 2009 TAKS Base Indicator • Prior year results will be rebuilt to mirror the changes for 2010. • Note that the 2010 Preview data reported on the 2009 AEIS reports will not exactly match the recalculated 2009 accountability data that will be reported on the 2010 state accountability data tables and used for 2010 RI calculations.  The 2010 Preview Indicator reported on the 2009 AEIS reports were based on the raw scores cuts corresponding to the 2010 vertical scale standards that were set by the SBOE in January 2009.  Since the raw score standards can vary across test administrations, the 2009 data that will be reported on the 2010 accountability data tables will be based on the 2010 vertical scale standards.

  15. Significant Changes Compared to 2009 Completion / Dropout/Underreported Indicators • The Class of 2009 is the first class for which all four years of the completion cohort will be used under the NCES dropout definition. • There is a change to the methodology for assigning Economically Disadvantaged statuses to dropouts. See page 20 of 2010 Manual. • Rigor of the Grade 7 – 8 dropout indicator increases to 1.8%. • Rigor of the Underreported Students rate increases to < 4.0%. The count standard remains at 150.

  16. 2010 TAKS Standards The TAKS standards for Academically Acceptable increase for mathematics and science by five points. Standards for Recognized increase for all subjects by five points. Bold numbers indicate changes from the prior year.

Additional Features • Required Improvement (RI), Texas Projection • Measure (TPM), and Exceptions • In 2010, RI, TPM, and Exceptions all continue to be features of the system and will be used as they were in 2009. • The floor for use of RI to gate up to Recognized will increase to 75% (all subjects). This is because the floor is 5 points below the standard and the standard increased to 80%. • RI for TAKS is calculated using the TAKS base indicator (percent passing), not percent passing with TPM.

  18. Additional Features (continued) Exceptions Provision • The Exceptions Provision will continue to be applied to any of the 25 TAKS measures (5 subjects multiplied by 5 groups: All Students, African American, Hispanic, White, and Economically Disadvantaged). This provision only applies to the TAKS indicators. • The Exception Provision cannot elevate a rating more than one rating category. • An exception cannot be used for the same measure for two consecutive years.

  19. Additional Features (continued) • Exceptions Provision • Floors needed for Academically Acceptable will increase: • 50% for science • 55% for mathematics • Floors needed for Recognized will increase to 75% for all subjects. • Floor remains at 85% for Exemplary.

Additional Features (continued) Safeguards • Combinations of RI, TPM, and the EP cannot be used together for one measure to elevate a rating more than one level. • Exceptions cannot be used for same measure for 2 consecutive years. • Any campus or district that uses one or more exceptions must address performance on those measures in its campus or district improvement plan. • RI calculations and all floor evaluations (RI+EP) are based on the percent Met Standard – not percent Met Standard with TPM.

  21. TAKS Progress Indicator – AEA Procedures • The TAKS Progress indicator standard remains at 50% for 2010 AEA ratings. • All TAKS (Accommodated) tests will be combined with TAKS results for AEA ratings. • Both TPM and TGI are used in the TAKS Progress indicator. • Required Improvement (RI) will continue to be calculated.

Beginning with 2010 state accountability, district and campus rating appeals should be registered using this new TEASE application. • The Appeals Registration Process allows districts to track the status of their state accountability rating appeal(s). • The 2010 State Accountability Ratings Appeal Registration Process is open July 20 - August 13, 2010.

  25. New Process for Registration ofState Accountability Ratings Appeals • There are three steps to the Appeal Registration process. Automated email notifications will be sent to districts following each step: • when the electronic appeal registration form is submitted, • when the mailed appeal packet arrives at TEA, and • when the TEA response letter has been mailed to the district superintendent. • The automated emails above will be sent to the district superintendent and the person that submitted the appeal registration form in TEASE.

New Process for Registration of State Accountability Ratings Appeals ** Important Note ** Submitting a 2010 State Accountability Appeal Registration Form informs TEA of your intention to appeal one or more 2010 state accountability ratings; however, submission of this form does not constitute an appeal. Districts must also mail an appeal packet that includes all relevant information necessary for TEA to process the appeal.

  27. How To Appeal a 2010 State Accountability Rating Step 1: Register district and campus rating appeals on TEASE by Submitting State Accountability Appeal Form. All state accountability appeals (campus and district) for both standard and alternative education accountability (AEA) procedures can be submitted on one form. Required information includes: • Contact Information for Person Submitting Appeal - Name and Email Address • Indicator being Appealed for the district and/or campus(es)

  28. How To Appeal a 2010 State Accountability Rating Step 2: Prepare the state accountability appeal packet for mailing. Districts must include the documentation outlined on page 138 in Chapter 15 of the 2010 Accountability Manual. Mail your packet on or before August 13, 2010. Appeals must be postmarked or hand-delivered to TEA no later than August 13, 2010, in order to be considered.   29. How To Appeal a 2010 State Accountability Rating Step 3:Check the status of the appeal using the Appeal Status Report. This report provides a summary of the appeal registration and will also indicate the date the mailed appeal packet was received by the Division of Performance Reporting. If districts have mailed an appeal packet and the status is not updated, then the packet has not been received. In these cases, districts should attempt to track the package, contact the Performance Reporting Division and determine whether to resend. Once the packet is received, no further updates are provided until the appeal response letters are mailed.

Important Reminders About the Appeal Process **Important Reminders** • Districts may make changes to their registration by resubmitting an appeal registration form until 5 p.m. CDT August 13, 2010 • Appeals will be evaluated based on the required documentation submitted in the mailed appeal packet as described in Chapter 15 of the 2010 Accountability Manual. • Appeals must be postmarked or hand-delivered to TEA no later than August 13, 2010.

  33. Preview Data Table Release • Tuesday, July 20 • Preview data tables released to districts (and ESCs with access) through TEASE. (Data on TEASE are confidential. TEASE data are not masked). • Districts may submit appeals after review of preview data tables. No appeals will be resolved prior to July 30, 2010. The appeals deadline is August 13, 2010.

Ratings Release • Thursday, July 29 • Districts can access their list of district and campus ratings on the TEASE Accountability site secure web only (1 p.m. target time). • Friday, July 30 • Lists of 2010 accountability ratings for districts and campuses within respective ESC regions are transmitted to each ESC director (sent as a secure PDF via email – 10 a.m. target time). • District and campus ratings are posted to the public website.
