  3. Why Goal setting fails • Politically difficult to agree on goals. • All organizations are resistant to change, and gov’t organizations are designed to resist change.

  4. Unobtrusive Leadership: An Alternative Approach • Generate a lot of ideas, don’t get attached to any. Some will survive • Be persistent about accomplishing something • Using the garbage can committee strategy • Neutralize the opposition • Recruit strategically
