Origin of Problem • Coordinate system issues for Dawn • Will NOT rehash these issues! • SBN Advisory Council urged SBN to be active in dealing with the issue from here on out • Uncertainty about role of PDS vis a vis IAU WGCCRE • Draft document circulated • Disagreement within SBN on best way forward • Should be a PDS-wide position

PDS Requirements • Follow international standards • Specifically, for coordinate systems on bodies in the solar system, follow recommendations of the IAU WG CCRE • We have to enforce our own requirements through the peer review process, BUT! • Options • Review the definition of the coordinate system if it is “new” or “improved” and also verify that the data are actually in the advertised coordinate system • Require WGCCRE approval of “new” or “improved” systems and verify only that the data are actually in the advertised system • Other approaches?

WGCCRE • A volunteer group with no resources • They can not review all PDS datasets to ensure data are in the advertised coordinate system • They normally rely on peer-reviewed publications to decide whether to adopt a new or improved coordinate system • PDS peer review presumably could count as much as a journal peer review • Historically, guidelines are updated every triennium

WG Pre-Approval • Pros • Easier for PDS • PDS better positioned to be good guys • Guaranteed to be consistent with IAU recommendations • Cons • WG CCRE does not have the resources for frequent peer reviews • May delay delivery of data to PDS • PDS still must review to ensure data are correctly in the coordinate system • Coordinate system would be documented entirely outside PDS

PDS Review of System • Pros • PDS enforces its own requirements • PDS can act expeditiously • PDS funded to define and maintain standards for all archiving functions • Cons • More opportunity for PDS to be seen as the bad guys • Additional work in peer reviews • IAU WG MIGHT later decide to reject the coordinate system

  7. Proposal • Small committee of PDS and WGCCRE to clarify each other’s roles and recommend what should be reviewed by PDS • Report back by next MC f2f • Membership TBD • PDS: A’Hearn, Davis, Gaddis, other? • WGCCRE: Archinal, others? (to be appointed in consultation with Archinal, e.g. P. Thomas)
