  3. Know Your Inventory • Know your Subsidized Housing Inventory • Know how many units you need to get to10% • Know your Safe Harbor Status • Sudbury is still vulnerable to 40B applications • Currently at 5.8% • Need 240 units • In a Safe Harbor until August 1, 2014

  4. Proactive Unit Creation • Municipal Housing Trust • Infill Development – Home Preservation • Small Parcel Development • Grants to other projects – Housing Authority, Habitat for Humanity, Not-for-Profit developer • Zoning Initiatives • Inclusionary Zoning • Multi-family/Duplex Zoning

  5. Private 40B Process • Get involved early • Site Eligibility review • Site Visit • Pre-application meetings with developer • Get Multiple Boards Involved • But speak as 1 Town for Site Eligibility response • Follow Process through other State Reviews • MEPA • MESA • DEP

Private 40B Process • Engage consultants under 760 CMR 56.05(5) and MGL c. 44 s. 53G or 53 E1/2 • Engineers – Traffic, stormwater, civil • Architect or design professional • Attorney • MHP grants for 40B consultant • Work Sessions with Developer – best way to get better design • With or without ZBA members • Notice public meeting if ZBA members present • Invite neighbors to listen

Lessons Learned • Most developers want the process to go smoothly • Most developers are willing to provide reasonable mitigation if there is a logical nexus to the project impacts • 180 day timeline to approve goes by very quickly – have a strategy in the early phases (like Littleton) • Many residents do not understand 40B and need to be educated • Town officials need to lay framework for productive dialogue – don’t get bogged down by opposition • Keep working at common solutions

  8. Innovative Ideas • Regional Housing Office – Form a Consortium to share resources • Sharing 40B units between towns/regions • Revise 760 CMR to count more homeownership units • Find out what works for your community
