Implications for 5-Year Plan Enhanced effectiveness and efficiency by integrating the performance and economic efficiency of road infrastructure with the needs it should fulfil, focussing on: • Pavement design efficiency • Efficiency of performance indexes • Innovation in design & measurement of performance • Match between materials, technologies and techniques

  5. Pavement Design Efficiency • Development of appropriate criteria and methods of design and whole-life performance assessment of infrastructure

Efficiency of Performance Indexes • Development/refinement of quality concepts (i.e. quality systems, value-for-money, fit-for-purpose, road-user satisfaction) • Understanding of effects of indexes on maintenance & rehabilitation procedures • Innovations concerning the indicators used in PMS and the appropriate use of APT and LTPP data.

Objectives (cont.) • Pursue environmentally-friendly technologies and the use of recycled & waste materials in road construction • Developing decision-support systems with regard to appropriate forms of construction and maintenance to yield specified performance targets • Continue assessment of new forms of road infrastructure financing
