PUBLIC COMMENT PERIOD If you would like to address the Mayor and City Council during the Public Comment section on Tonight’s Agenda, please record your name and address on the sign-up sheet located at the table on the side of the Council room. Please note that public comments are limited to five (5) minutes per speaker.

  2. Certificates, Awards and Presentations • Discussion by Council regarding whether to continue to fund operations at Canal Place.

  3. Approval of Minutes • Approval of the Administrative Session Minutes of November 5, 2013.

  4. Public Hearing • Public Hearing to receive comment on the City-Wide Element of the 2013 Comprehensive Plan.

  6. Ordinance • Ordinance (2nd and 3rd Readings) - approving Zoning Text Amendment (ZTA #12-01) pertaining to Section 15.02 of the City's Zoning Code to incorporate new procedures relative to the establishment of an economic hardship petition for the denial of Certificates of Appropriateness.

  7. Resolution • Annexation Resolution - (2nd and 3rd Readings) to approve the annexation of +/- 6.42 acres of land contiguous to and adjoining the City boundaries and lying along the northerly and southerly sides of MD Route 51 (Industrial Boulevard) at Messick Road in Election District No. 16, to be zoned B-C (Business-Commercial).

  9. Resolution • Resolution (First Reading) - authorizing certain businesses located within the Gateway Enterprise Zone to receive tax credits for the tax year 2014-2015.

  10. Order • Order authorizing the execution of Amendment No. 2 to the existing EADS contract for the "Baltimore Avenue Improvements Project" (13-11-M), in the increased amount of $16,744.66, for additional engineering services.

  11. Order • Order authorizing the execution of a Contract of Sale with Potomac Economic Development & Housing Corporation detailing terms for the City's acquisition of Eastside School for the purchase price of $300,000 and associated costs of closing, contingent upon the City's receipt of MD DHCD Strategic Demolition and Smart Growth Impact grant funds.

  12. Order • Order approving appropriations and transfers for Fiscal Year 2013.

  13. Order • Order accepting the sole source proposal of Greener Volts, Inc. for the WWTP Lighting Upgrade Project in the estimated amount of $55,388.98; of which $55,200.00 will be reimbursed to the City through a Potomac Edison incentive program.

  14. Order • Order approving the reappointment of Historic Preservation Commission members Steve Colby, Matthew Gilmore, and Cheri Yost for 3-year terms, to be effective through December 31, 2016.

  15. Order • Order accepting the bid of Link Computer for the Fall 2013 Virtual Server Project in an amount not to exceed $171,064.00.
