Introduction • Infocomm Development Authority of Singapore (IDA), the regulatory agency for telecommunications equipment including EMC, recognises conformity assessment bodies (CABs) designated by the Designating Authority of Mutual Recognition Arrangement (MRA) partners, and accepts results of the conformity assessment performed by these bodies to IDA’s technical regulations and administrative arrangements.

Scheme for Recognizing Certification Bodies Scope - • Scope of Equipment • Covers all types of telecom equipment that are subject to network terminal attachment or Radio-communication Regulation • Includes EMC and electrical safety assessment for telecom equipment • Scope of Recognition • Limited to scope of accreditation

Scheme for Recognizing Certification Bodies Criteria for Certification Bodies - • Must be a legal entity with local presence in the MRA partner country • Accredited to IEC/ISO Guide 65 in the relevant areas of telecommunications, EMC and safety • Have test facilities accredited to IEC/ISO 17025 in the relevant areas of telecommunications, EMC and safety and/or • Have arrangements with testing laboratories that are recognised by IDA under MRA

  8. Scheme for Recognizing Certification Bodies Criteria for Certification Bodies (cont’d) - • Demonstrated • Capability and technical competence in performing test and certification against the relevant technical regulations • Conformity with applicable parts of the IEC/ISO 17025 and Guide 65

Scheme for Recognizing Certification Bodies Obligation of Certification Bodies - • Maintain accreditation status with AB • Ensure that equipment tested, evaluated and certified is done following procedures, rules and policies of IDA or the requirements as provided for under the MRA: • Evaluate equipment against criteria specified in the IDA Technical Regulations • Ensure that subcontracted labs are accredited or evaluated against ISO/IEC 17025 and IDA Technical Regulations: • Take full responsibility of subcontracted work • Document arrangements of subcontracting

Scheme for Recognizing Certification Bodies Obligation of Certification Bodies (cont’d) - • Have proper record system • Includes application forms, test reports, description of equipment, IDA spec checklist (if applicable), technical data, facilities supported, sales brochures and other related documents • Have retention for 5 years • All document to be submitted to IDA must be in English

Scheme for Recognizing Certification Bodies Obligation of Certification Bodies (cont’d) - • Have a procedure to inform IDA of changes that will affect the conformity of certified equipment • Maintain a directory of tested equipment and suppliers • Do not test prohibited equipment for the Singapore market [Third Schedule of Telecoms (Dealers) Regulations] • Be familiar with the Scheme for Recognition and Technical Regulations available from http://www.ida.gov.sg

Scheme for Recognizing Certification Bodies IDA (MRA partner) submits recognition request to DA (IDA), enclosing: 1) Notification of Designation (Annex 1) 2) Certificate of Accreditation 3) Copies of contractual arrangements (applicable to certification bodies only) 4)Checklist on technical competence (Annex 3, applicable to certification bodies only) DA (IDA) evaluates CAB against Recognition Scheme and MRA criteria DA (IDA) informs DA (MRA partner) of discrepancies (if any) DA (IDA) issues Notification of Recognition to DA (MRA partner) DA (IDA) enters information into register of recognised CABs DA (IDA) posts CAB information on the IDA website Recognition Procedure

Administration Procedures MRA Equipment Registration (MER) Scheme - • Applies to equipment certified by certification bodies designated/recognised by IDA • Applies to local suppliers & overseas manufacturers/suppliers from countries of MRA partners • Registration requirements (Annex 1D of IDA Type Approval Guide) - Registration Form, certification of conformity, SDoC, general information & fee of S$100 • Registration number (ABCDE-M1234-YYYY) - Approval by IDA for sale • Validity is 5 years

Singapore Supplier / Importer Process for Registering under MER Domestic CB / Recognized Foreign CB Label & Sale • IDA enters info of Equipment and Supplier in Database of Registered Equipment • Web-based Database is accessible by public, suppliers, operators, Customs, IDA etc. 2 Issue Certificate 5 1 Submit Application Status Export / 4 Wholesale Domestic / Foreign Manufacturer 3 For Registration, Manufacturer or Supplier should submit to IDA (hardcopy or electronic) • Copy of Application Form submitted to CB • Copy of Certificated issued by CB • Copy of SDoC • Registration Fee

List of Technical Regulations • IDA Technical Specifications (TS) Listed in Annex 2 of Scheme • Where applicable, requirements include EMC, electromagnetic radiation and electrical safety • IEC CISPR 22 • ICNIRP Guidelines (EN 50360, EN 50361) • SS 337 / IEC 60950 • Copies of TS obtainable fromhttp://www.ida.gov.sg
