From The HPJRA Office It’s time … The 2013 HPJRA Rodeo Season is just around the corner with the first rodeo scheduled at the Texas Tech Equestrian Center for February 16 & 17, 2013 in Lubbock, Texas. The HPJRA is geared up and ready to bring you “fromGoodtoGreat” this season. The excitement and energy is building with some $42,500 in ADDED MONEY and some $100,000 in AWARDS at stake in 2013. If you haven’t joined the HPJRA yet, now is the time! As your 2013 Executive Secretary, I want to personally extend my welcome to each of the returning members and to those new members who join a great family tradition of excellence … the High Plains Junior Rodeo Association! For those of you not familiar with the Association or my convictions, it is important to review the 2013 HPJRA Rule Book and Guidelines. I’m steadfast and principled on the rules of the Association and do believe that this will work in the favor of Association growth in the days ahead. If you haven’t updated the contact information for HPJRA please do so … the new HPJRA contact information is HPJRA, Wayne Smith, Executive Secretary, 269 Smith Ranch Road, Hobbs, NM 88240, (806) 407-2611. The winner of the drawing was TaBoarick Richardson (cover photo). TaBoarick “RedMan” Richardson is the seven (7) year old son of Tranard and Dawanda Richardson of Lubbock, Texas.   4. Shoot-Out On the Plains $27,000 Added Money The 19 & Under Shoot-Out Program offers $27,000 in Added Money and is open to any contestant who meets the HPJRA guidelines of competition. Need not be a member to participate. Year-End buckles to high point in each event. Only members can compete at the Finals Rodeo in 19 & Under events. 19 & Under events will be held at Sunday rodeo performances only. Entry fee is $100/event with $500 added money/event at each regular season rodeo. The Finals Rodeo entry fee will be $200/event with $1,000 added money/event. Events include: Bull Riding, Calf Roping, Barrel Racing, Breakaway Roping and Team Roping.   5. Mega Bounty Buck-Out $10,000 Added Money The HPJRA has added a Mega Bounty Buck-Out worth $10,000 in Added Money – for each rough stock event, per age division! A bounty animal will be drawn by the judges at each regular season rodeo. If the contestant who draws the bounty animal makes a qualified ride (regardless of placing) will earn a $100 cash bonus, PLUS qualify for the Mega Bounty Buck-Out Championship Performance to be held at “The Finale” – HPJRA Finals Rodeo. The Mega Bounty Buck-Out event held during “The Finale” will be ALL added money – NO ENTRY FEE! The Mega Bounty Buck-Out Program will not qualify for HPJRA Year-End Awards. A contestant can win multiple bounty pay-outs, whether a member or non-member, however will only have one (1) “bye” to the Mega Bounty Buck-Out Championship Performance.   6. Important Information ENTRY DEADLINES. Entries for each rodeo are due the Sunday prior the scheduled rodeo. See the Rodeo Information page of this issue for detailed deadline dates. CALL BACK INFORMATION. Each contestant who provides an email address will receive a Master Entry List (MEL) for their age group on or before the schedule Call Back date for each rodeo. The MEL is merely a confirmation of the events entered for each contestant. Contestants are also welcome to contact the HPJRA Office between 4:00 pm-7:00 pm (MT) at (806) 407-2611 on the Wednesday prior to each rodeo for entry confirmation. LATE ENTRIES. The Association will allow for late entries through the end of published Call Back date and time. A $25/family late fee will be assessed. POSITION DRAW INFORMATION. Position draws will not be processed until after Call Back for each rodeo, thus allowing for a “pure” position draw with late entries included. Final day sheets (position draw) for each event will be sent via email to all entrants on the Thursday prior to each rodeo. PAY-BACK. At the latest, payback will be mailed to contestants the Monday following each rodeo. However, under the new leadership of the Association, contestants can expect to see payback processed on the same day of competition in 2013. ORDER OF EVENTS.   8. The Q & A Blog The following is recent phone call conversations from members and/or potential members to the HPJRA Office. If you have a question, please feel free to call. WHEN IS THE DEADLINE FOR MEMBERSHIP? There is no set deadline. Basically, a membership must be received and paid prior to any points being counted in the point award system. In other words, any winnings will not count toward year-end awards until your membership is received and paid. WHEN IS THE DEADLINE TO ENTER THE FIRST RODEO? Per the published RODEO INFORMATION in this mailer, the entry deadline for the first rodeo is February 10, 2013 @ 5:00 pm (MT). Moving forward, the deadline for each rodeo entry is the Sunday prior the scheduled rodeo. ARE THE ENTRY FEES AT THE FINALS DOUBLED? Yes. The entry fees at the finals rodeo are doubled. As well contestants will compete in two (2) full go-rounds of competition, plus a Top 5 Short Go-Round. The Top 5 is determined by the average times/scores from the finals rodeo competition. HOW IS THE ENTRY FEE MONEY DIVIDED AT THE FINALS? The total of entry fee money, less stock/run charge, is divided equally at 1/3rd to the 1st go-round, 1/3rd to the 2nd go-round and 1/3rd to the average. The Short Go-Round is all Added Money! IS THE STOCK/RUN CHARGE DOUBLED AT THE FINALS? Yes. Regular season stock charge is $17.50 for roping events and rough stock events, $9.50 for racing events. These amounts are doubled at the finals rodeo. CAN MY CHILD ENTER AN EVENT IN A HIGHER AGE GROUP? Yes. The HPJRA does allow for age group mobility, however there is a stipulation … A contestant may enter a maximum of one (1) event in a higher age group so long as that event is not offered in his/her standard age division. In this case, the contestant is eligible for year-end championship awards in the “higher age group event” … however, will not be eligible for All-Around points in the higher age group. THE WEBSITE ISN’T UPDATED AND THE NEW WEBSITE FORMS DON’T WORK! Yes, we are having some initial difficulty in transitioning these items. The Association is working diligently to correct the problems. In the meantime, please feel free to call the office or email the office for the necessary information. DOES MY CHILD HAVE TO RAISE MONEY FOR THE ASSOCIATION? The only requirement of the Association is for a member to participate in the annual raffle sale of which requires a member to sell $50 worth of raffle tickets. A member must participate in order to compete at the finals rodeo and be eligible for year-end awards. There is no other fundraising requirement. WHAT’S THE STOCK/RUN CHARGE FOR 19-UNDER EVENTS? The 19-Under events will have a 70% jackpot (30% held back). Plus, will feature $500 Added Money! An annual membership application and required documents must be received by the HPJRA prior to any points earned being calculated in the HPJRA Point Award System. INVOLVEMENT The HPJRA will not allow for undue harassment or involvement by a participant, spectator, participant family member or the like in relation to the competition at any HPJRA-sanctioned event. The decisions of HPJRA Officials will be final as made and the HPJRA does not authorize or accept any form of obstruction in relation to a decision for which he/she does not agree.   12. BIRTH CERTIFICATE The HPJRA requires a copy of the original birth certificate for the Applicant. A Notary Public must compare the photocopy against the original birth certificate and certify the authenticity of the photocopy. Applicant must submit to HPJRA on an annual basis. APPLICANT PHOTO Application must be accompanied with a 1 ¾” x 2 ½” headshot photo of the participant. MEMBERSHIP DUES The HPJRA Board of Directors has set the Membership Dues for 2013 at $75 with the 2nd family member due of $50 and $25 for the 3rd and additional member in the same household. A one (1) year subscription to Cowboy Times is included with the membership.
