Preparing your application • Research Services website www.newcastle.edu.au/research/grants • RMS support – Neroli Finlay Email: neroli.finlay@newcastle.edu.au Telephone: 4921 5353 • The Research Office will arrange for the UoN authorised signatory to submit your final application to the ARC within RMS. This will only occur after a Senior Grants Officer has reviewed your application. • Helpful tip - download an electronic copy of the ARC documents (Funding Rules, Instructions to Applicants, FAQ) and use Control + F to find key words. www.newcastle.edu.au/research

RMS tips • Creating an RMS (ARC application system) account • Access RMS through ARC web site • Click on ‘Request new account’ and complete all details (note: use your UoN numberplate as your User ID) • Receive email from RMS which requires you to click on a hyperlink within two hours to verify your email address • Receive a second email from RMS regarding initial access and establishing a password • Update your profile including Personal details (employment under organisation, qualifications), Classification and Contact details (note: enter oldest to newest in all sections). This information will then be populated in your application. • User ID used to gain access to RMS, Person ID (found in Personal Details/Details) is the number to use within an application www.newcastle.edu.au/research

RMS minimum system requirements (problems with login and blank project cost page) • Microsoft Internet Explorer 7 (IE7) or Firefox3.0+ • Adobe Flash Player 10 + (essential for project cost section) • 1024 x 768 Minimum Screen Resolution • Must have javascript enabled • Useful Tips • Timeout = 20 minutes • Save every few minutes • Do not use the browser “Back” button • Use links provided in system generated email eg password reset • Lost user IDs can be retrieved from login page • Password and User ID are case sensitive • Context sensitive help available www.newcastle.edu.au/research

  5. Application Processing Steps Commence application in RMS • The Proposal name is applicant’s personal identifier (short name) and is not the Proposal title (A.3). Proposal name cannot be changed once the Proposal is generated. •  Add Organisation Participant: “University of Newcastle” as the Administering Organisation must be added before you can complete Part E Project Cost and enables Research Office to see and assist with application problems. www.newcastle.edu.au/research

  6. Proposal forms should be completed sequentially to assist with pre‐population of subsequent sections. (Note: Part E Project Cost can be completed last). • Formatting in textboxes (e.g. underlined headings and bold font) will not be preserved. White space is included in character/word counts) Database record created • Once you have commenced your application and added the University of Newcastle as the Administering Institution in Section A, the Research Office commences an internal record and sends CI an email with template for Strategic Statement and advising deadlines. www.newcastle.edu.au/research

  7. Commence Strategic Statement • Researcher liaises with Head of School, Assistant Dean (Research) and designated Faculty Contact to complete Strategic Statement. Draft Application Due at Research Office Wednesday 13 April 2011 • The application continues to be available for editing by CI. • Advise Neroli Finlay application is ready for review. • Research Office checks in RMS all sections of application are valid and re-generates proposal pdf. • If application valid, the Senior Grants Officer reviews and sends comments to the CI. www.newcastle.edu.au/research

Strategic Statement Due at Research Office 9:00 am Friday 29 April 2011 • Faculty Contact submits final Strategic Statement to Research Office. • Research Office arranges DVC(R) signature, uploads complete Statement to application, re-generates proposal pdf when you get e-mail from re-generation the application is available for checking. Final application Due at Research Office Wednesday 4 May 2011 • Head of School cash contribution confirmation (if required) due at same time www.newcastle.edu.au/research

  9. Application must be ‘Submitted to Research Office’ in RMS (button bottom left of proposal summary page). This locks the application and no editing can be done. • The Research Office checks all sections valid and re-generates the proposal pdf. • If valid, the Senior Grants Officer sends review comments to the CI and will de-submit the application if changes required. • If no changes are required and the UoN cash contribution approval from the Head of School is received, the application is recommended for submission. www.newcastle.edu.au/research

Plan ahead, keeping in mind other work & other commitments. • Always leave time for a final proof readand a review by a peer/senior researcher before submitting your application to the Research Office. www.newcastle.edu.au/research

What is a DECRA? • The objectives of the DECRA scheme are to: • support and advance promising early career researchers; • promote enhanced opportunities for diverse career pathways; • focus research effort in the National Research Priority areas to improve research capacity and policy outcomes; and • enable research and research training in high quality and supportive environments. www.newcastle.edu.au/research

Eligibility for Researchers • Awarded PhD on or after 18 May 2006 • PhD on or after 18 May 2003 if significant career interruptions to equal time up to 18 May 2006. • Funding rules 6.2.2 if successful in obtaining a DECRA you will meet the requirement of having an appointment for the duration of the award. • Maximum 1/3 of time (in total) overseas. www.newcastle.edu.au/research

Total ARC grants • 1 DECRA only this round • 2 DECRA applications in total (even if both unsuccessful) • 1 DECRA + 1 DP (sole or joint) or Centre Personnel • May apply for DECRA in final year of ARC Fellowship (including carry-over) • Can not relinquish existing ARC grant to meet limits. www.newcastle.edu.au/research

Selection Criteria • DECRA Candidate 30% • research opportunity and performance evidence (ROPE); and • capacity to undertake the proposed research; • Project Quality 50% • does the research address a significant problem? • is the conceptual/theoretical framework innovative and original? • will the aims, concepts, methods and results advance knowledge? • are the project design and methods appropriate? • will the proposed research provide economic, environmental, cultural and/or social benefit to Australia? • does the project address a National Research Priority area? • Institutional Support 20% • is there an existing, or developing, supportive and high quality research environment? • are the necessary facilities available to complete the project? • are there adequate strategies to encourage dissemination, commercialisation, if appropriate, and promotion of research outcomes? www.newcastle.edu.au/research

  16. Strategic Statement (more examples in template) Must cover • The existing and/or emerging research strengths of the Administering Organisation. For example, Strategic directions of the Faculty's research and how the proposal complements this direction; and • The positioning of the DECRA Recipient within a high quality research environment. For example provision of major equipment; and • The research only and/or research and teaching pathways available at the Administering Organisation during and after completion of the Project. Strategic Statement - 2 • 2 pages maximum (remember this is on letterhead so approx 1.5 pages of text at most – use the template emailed to you from the Research Office). • You will need to work closely with your Head of School, Centre Director (if appropriate) and your Assistant Dean (Research) to come up with an individual Strategic Statement. • The University does not provide a generic statement as the ARC has been very clear that this is not what it wants. • The completed statement must be submitted via your Faculty office to obtain DVC(R) signature. www.newcastle.edu.au/research

  18. Budget • Must apply for $125,000 pa 85K salary + 40K project costs (may be awarded up to this amount) (5.1.2). • The 40K must be applied for each year in the budget to validate your application. So if you apply for a PhD scholarship ($22,860) then the rest of the funds you apply for that year must equal $17,140 – this can be spread between the different categories as you wish. • In the example it only shows 85K in Year 2 & 3 – this isn’t a full form just an example. It must be exactly $125,000 in Year 1, Year 2 and in Year 3. • The Research Office has contacted the ARC for advice on completing the budget when $40k pa is not required. • You need to add a column for University contributions. Anything in this needs Head of School approval. www.newcastle.edu.au/research

  19. Salary • ARC salary package is $85,000, includes 28% on-costs. The University charges an additional 3% on-costs if researchers elect for contributory superannuation. The difference is $1992. • The ARC salary (minus the 28% on-costs) is $66,406. • If your anticipated salary is higher than this (i.e. A6, B1) you will need to discuss it with your Head of School and include any top up in your Strategic Statement. www.newcastle.edu.au/research

Important points to note • No new ARC Fellowship until all DECRA salary spent. • No outstanding ARC progress or final reports (even if you are not lead CI) • Start talking to relevant people now – HOS, peers to provide a review/feedback. You can not ask very busy people for assistance at the last minute. • Think about what the ARC is looking for. • You may read previously successful Discovery Projects at the Research Office (can’t copy). This will give you a good sense of the type of information required. www.newcastle.edu.au/research

  21. Submitting applications • If formatting is wrong, we will not submit it. Yes, it is easy to tell when you’ve read 130 applications that someone has used 11.5 font to squeeze a bit more in than other people. The ARC will instantly rule an application ineligible if formatting is wrong. • You need to complete the application with the Instructions to Applicants open and use it to go through each question. www.newcastle.edu.au/research

  22. Deadlines • Compliance Check – 13 April 2011 (approximately 1 to 1.5 hours per proposal). • We don’t read the written text other than the budget justifications. • We check: • Budget and eligibility • A completeness check • We request that a proposal is validated before we do a compliance check as an incomplete application is very difficult to review due the cross checking required. • Feedback via e-mail and notes on electronic copies is provided regarding both suggested and essential changes. • NB: Applications are reviewed in the order we receive them. www.newcastle.edu.au/research

  23. Deadlines • Final Check – 4 May 2011 (about 0.5 to 1 hour per proposal). • This is a similar check to the compliance, however less detailed. We check serious issues only: • eligibility • main sections completed • budget (but not the budget justification). • Any applications received after 4 May are checked for University contribution only. • We request applications a fortnight before the ARC deadline as we need time to review them and get them back to you to make the required changes. • If you’re going to be away before the applications are due at the ARC, ensure we have an alternate contact in case late essential changes are required (this happens every year). www.newcastle.edu.au/research
