How is aid delivered? • EDF is delivered through national and regional indicative programmes (CSPs) and intra-ACP funding (facilities and programmes) • Thematic programmes are delivered through multi-annual strategies translated into annual work programmes • In both cases actors and projects for implementation are identified through calls for proposals or calls for tender. • Direct aid to governments is provided through budget support, SWAPs and/or projects with ministries • EC is not an implementing body and resorts a lot to technical assistance and consultancy

  4. Place of CSOs/NGOs in EC aid • In 2003, 50% of EC aid from the annual budget is channelled indirectly through NSA (NGOs, other CSOs, International organisations, trade unions, employers associations,…) • Partners number 1 for indirect aid are the international organisations (48%), followed by NGOs (39 %) and by other NSA actors (13%) • IO (UN + others) are a main partner for all aid instruments while NGOs are main partners for TBL and Humanitarian Aid mainly • Examples exist of EC aid to CSOs managed by UN agencies: Sudan 50 million package for CS managed by UNDP – World Food programme • In general limited direct access to EC aid for CSOs from Developing countries

Future thematic programmes • Investing in People – Human and Social Development: reproductive health, HIV/AIDS, education, gender, children rights,…Focus on UN, global funds • Non-state Actors and Local Authorities in Development: focus on civil society actors and actions, replace co-financing – open to wider range of actors in EU and DC • Environmentand Sustainable Management of Natural Resources including Energy,… focus on international level + call for proposals • Food Security. Advancing the Food Security Agenda to Achieve the MDGs - Food Aid will be included in humanitarian aid – priority for countries in crisis • Cooperation with Third Countries in the Areas of Migration and Asylum – call for proposals end 07

NSA and LA in development 3 objectives: • promote an inclusive and empowered society in partner countries to facilitate NSA and LA participation in poverty reduction and sustainable development strategies • promote awareness raising and development education in the EU and acceding countries for development issues • facilitate coordination and communication of NSA and local authority networks in the EU and acceding countries

  11. Projects in Developing countries 1. In country interventions : geographic priority for • situations not conducive to ensuring NSA and LA involvement in the development process, (difficult partnerships, unstable situations, conflict, poor governance). • specific needs of parts of the population are not addressed in the partner country development strategy and groups are out of reach of mainstream services and resources, excluded from the policy-making process 2. Global, multi-country/regional initiatives

Awareness raising, DE Priority will be given to the following themes: • Public support for the MDG agenda, with a particular focus on sub-Saharan Africa • Coherence for development, with a particular focus on areas of public interest where common goals with development are important such as migration, trade, security, human rights, social dimension of globalisation and decent work, environment, and HIV/AIDS; • Media and development

Coordination and communication of NSA and LA networks in the EU and acceding countries • Information networks and exchange of best practices within and among their organisations • Dialogue and exchange of best practice between different types of stakeholders, including between non state actors and local authorities • Interaction of such organisations or networks with the EU institutions

Process for preparation of AAP 2007 • Concept notes prepared by delegations (spring) • AIDCO preparing general eligibility criteria and conditions of co-financing for each objective • Funding mechanisms for in-country projects dependent on delegations proposals • Adoption of the multi-annual strategy by DCI committee before Summer 2007 • AAP adopted in October • Calls for proposals 2007 probably not before December • Preparation AAP 2008 starts in Autumn 2007
