  1. CASCADEFrom Concept to Implementation SUR Division Meeting Brussels, 17 December 2007 Alex Wandels, Jörg Steinleitner, Sorin Muresean CASCADE Programme CASCADE & RFG - ASAS TN2 Seminar Jörg Steinleitner Paris, 14 April 2008 European Organisation for the Safety of Air Navigation

  2. CASCADE Scope • Ground Surveillance Applications (ADS-B Out) • In a non-radar environment • In a radar environment • On the airport surface • Airborne Derived Data 2008 ADS-B Receiver • Airborne Surveillance Applications (ADS-B In) • Situational awareness on the surface • Airborne situational awareness • Visual separation on approach • In Trail Procedure 2011 Situational Awareness “only”

  3. Going to Operations - what does it take? Avionics Aircrew Manual EASARegulation ADS-B-NRA Airworthiness Approval Operational Approval RFG SPR-INTEROP EC SES Regulation SPI-IR OPERATIONS wide-spread Business Case Simulations, Trials & Monitoring ANSP Operational Approval ATC Manual Ground Infrastructure PreliminarySafety Case

  4. Progress Trials 12 ANSPs 400+ aircraft 500,000 flights/year + GA

  5. ADS-B-NRAAirworthiness Approval Based on RFG ED126/DO303 Publication is imminent ! All Airbus families approved (on NPA basis) Boeing to follow soon (FAA approval) Acceptable Means of Compliance for Hudson Bay Implementation ! EASA AMC 20-24

  6. ADS-B Sites

  7. CRISTAL ITP Revenue Flights Flight Trial RTS From 80 nm to 20 nm

  8. Deployment in Europe – Timeline 2015 SES “Surveillance Performance & Interoperability (SPI IR)” Rulemaking Target for EC Adoption: 2009 voluntary implementation in pocket areas certified existing equipage • IR based implementation in wider areas • upgraded equipage

  9. Deployment in Europe – Avionics • Pioneer Phase (existing “opportunity” avionics): • Pocket implementations in Europe • Australia, Canada, USA (TBD) • “ADS-B out” mandate (avionics upgrade): • SES “SPI IR” • USA (Australia, Canada) NPRMs GNSS Receiver GNSS Receiver (SA Aware recommended) Alternative Wiring Direct Wiring “Data Collector” (e.g. IRU) Uncomp. 11. RFG/15 Feedback • ATSA-ITP currently under EUROCAE WC / RTCA FRAC • Bringing home ADS-B-RAD & ATSA-VSA: • SPR/INTEROP integration to commence ! • Final Safety Methodology – SMS & ESARR4 ! • S&M, SURF, AIRB – definition of scope: • ASPA-S&M: back on track, using FDMS feedback • ATSA-SURF: basic situational awareness, with “indications” TBD • ATSA-AIRB: chosen scenario – mixed AT/GA in class E airspace • ADS-B-APT to be closely coordinated with ATSA-SURF • Hard deadline: end 2009!

  12. RFG - what does it take? Serving near-term Implementation Cert & Regulation Feedback OPS & SYS Skills No open ends ! Breaking New Grounds A Great Team !!!

  13. ADS-B Performance: ADS-B-NRA & ADS-B-RADReported vs. Required Separation: 5NM 3NM 2.5NM ADS-B-RAD APP ADS-B-RAD TMA ADS-B-NRA & ADS-B-RAD ER • Sources: • ADS-B Monitoring Project • Pioneer Airlines Project (based on 100+ million samples) Integrity Bound: Systematic NUC=0 issue (1% !) Under investigation !

  14. ADS-B in other Continents NRA Hudson Bay Nov 08 later Greenland NRA+RAD Upper airspace 2012-2014-2018 RAD “all airspace” 2020

  15. “g4” International CoordinationEquipage Advice Advice Status

  16. Beyond CASCADE – “Package 1.5” • To fill the gap between CASCADE & Package 2 (AP23) • Enhanced ATSAW & Spacing Applications • “IOC” of 2013+ (part of SESAR IP2) • Implies changes to ATCO procedures & “ADS-B In” avionics • Same “ADS-B out” avionics baseline as for CASCADE • Eurocontrol: new activity proposed to Directors • “RFG 1.5” to start in 2010 • Application set to be defined in the meantime

  17. First “RFG 1.0” and then “RFG 1.5” “Let’s stick to our plan to put a man into orbit first … ” “… before we put one on the moon !”

  18. Conclusion ADS-B Implementation Is now ! Implementing Rules US and Europe: 2009 Significant role for RFG “Package 1.5” www.eurocontrol.int/cascade
