IMMEDIATE CONCERNS at the International 1.Geneva Conference, October 2005 Objective: Highlight the impact of the MFA phase-out in the working conditions of workers -identify WHO are the GEW reps -prepare a Supplemental information to the PHIL Country report –highlight the concerns of labor on working conditions, labor standards etc. -meeting with GEWs to present the supplemental info. Output=Supplemental information and committment of GEWS to bring the concerns of labor to the conference

  3. For monitoring purpo es –copies of the supplemental information will be sent to ITGLWF, ICFTU and TWARO TImeline –Sept. 15 meeting of CTITC-until the first week of October 2005

  4. WTO MINISTERIAL MEETING IN HONGKONG -seek copies of the Philippine report to the conference -ITGLWF, TWARO, ICFTU and ILO to conduct a pre-WTO labor conference on social clause -participants will act as Pressure group OUTPUT – manifesto of Labor on linking trade to worker rights to be presented to the conference

  5. Other expectations from ITGLWF, ICFTU and ILO • Effective representation /intercession in all trade negotiations • Process information and disseminate to all stakeholders • Establish contact with other trade unions who support the campaign of improving WC in the sector • Source mobilization to sustain campaign

  6. At the REGIONAL level • Communication and Information To Enhance the capacity of Trade Unions -webpage for the sector -SOLICOMM mailing lists -Exchange of information (to be processed and disseminated to Unions) -Campaign forum

  7. 2.TC Data Bank Obj. – Resource Center for trade unions -updated survey -Reports of initiatives -development in the industry

  8. Strengthen regional coordination -establish mechanism to monitor and dissemiminate information on the results of various initiatives -coordinating committee in the region (people whom the unions in the region can quickly get in touch with e.g. closure of companies) -Intercede on behalf of labor in bilateraltrade negotiations and in various meetings of ASEAN, APEC, AFTA to highlight the issues of labor -

  9. Dialogue with buyers -disclosure -making the workplace more conducive to union organizing -joint programs on CSR -enhancement of buyers`` understanding about Tus -supply them with various concerns of labor

  10. At the COUNTRY LEVEL 1.Social Safety nets (displacement) Objectives. A. to ensure the payment of severance pay of displaced workers -raise the issue to the CTITC -supply info to ITGLWF to be raised to the HQ of MNC

  11. a. EntrepDevelopment Objective-to provide alternative income to displace workers -coop organizing -sourcing of capital -training (management training, bookkeeping, marketing ) -monitoring

  12. c. Skills Training/Retooling Obj. To acquire new skills to respond to the demands of open market policy -Access TESDA, DOST, DTI programs -Conduct vocational training program

Organizing in EPZs, private zones -training of organizers on COCs, Conventions and the Supply Chain -incentive mechanisms for organizers -social dialogues (with LGUs and Zone Administrators and other stakeholders )-facilitating a better access for union organizers -organizing the informal sector

  14. 3.Collective Bargaining -comparative analysis of CBAs in the sector -data banking -feasibility on industry negotiations/work councils -campaign for a policy that CBA benefits must be over and above the prescribed minimum standards -clear-cut definition of vital industry (assumption of jurisdiction of the Secretary of Labor)

  15. 4. Removal of the Wage exemption clause which usually apply to garment workers because of the export nature of the industry. This law says – That all industries engaged in more than 50% export of their products are exempted for one year compliance of new wage orders.

  16. 5. Speedy Resolution of labor cases (IT TAKES MORE THAN ONE YEAR TO RESOLVE LABOR CASES) The law says –Labor cases must be resolved within 60 days after both parties rested their case.

  17. 6. MAPPING THE INDUSTRY -data base -name of company, principals -products, labels, brands -employment profile -trade unionization ETC

  18. 7.Strengthening the Role of the ILO -identify ongoing programs in the country -technical assistance -resource mobilization -monitors -initiate dialogues with stakeholders of the industry (Decent Work)

  19. 8. Gender -study on the impact of the MFA phase-out to women (INCL initiatives both at the national and international level)-to be commissioned by ILO -Initiate programs to respond to the impact of MFA phase-out (Skills training, organizing the informal sector -Harmonizing work and family roles -Reproductive health issues -Gender issues –cross cutting issue in all initiatives

  20. MONITORING AND EVALUATION CUM PLANNING Obj: to assess the impact of initiatives vis-a-vis impact of MFA phaseout • Assess the strength and weaknesses of initiatives At all levels (ITGLWF, ICFTU, ILO, ETC) 2. Fine-tuning of programs 3. Planning for next steps To be done annually
