  3. EMMAA Plan ProjectSCOPE of EMMAA • Integrate short term local-to-local assistance • Provision for long term assistance • Ensure that State Agencies and local jurisdictions, regardless of size or geographic location, have timely access to trained, qualified emergency management personnel

  4. EMMAA Plan ProjectPURPOSE • System to identify appropriate personnel • Train & exercise to effective level of ability • Standardize EMMAA process • System maintenance

EMMAA Plan ProjectIssue #1:PERSONNEL QUALIFICATIONS • Based upon State credential program and standards • Requirement of EMMAA eligibility • Formalized process for Trainee positions • Expanded EOC position-specific training • Training must be widely available • Provided at no cost or eligible for HSG funding

  10. EMMAA Plan ProjectIssue #2:LACK OF LOCAL UNIFORM EMERGENCY MGMT STRUCTURE • No uniform standard exists for emergency management personnel • Emergency managers are not a homogenous discipline • Local programs and structure vary between Op Areas

EMMAA Plan ProjectIssue #3:RESPONSE TEAM CONCEPT • Logistical difficulties to train and exercise teams assembled from entire State • Enormous local impact if Regional (MARAC) Teams established • Jurisdictional cultural “mind set” • Alternative: Develop database of qualified personnel per position

  12. EMMAA Plan ProjectIssue #4:DEPLOYMENT • Standard deployment duration must be flexible • “Backfill” does not exist for most emergency managers • No financial incentive for emergency management personnel to deploy • Flexibility in other project deadlines to accommodate EMMAA deployments

  13. EMMAA Plan ProjectIssue #5:RIMS • State must renew commitment to improve RIMS • State must commit to provide widespread, timely training when RIMS is modified • RIMS must be compatible with local structures
