  3. I. Debate Over Republicanism • Problem: Relationship b/w states and national government • Colonies were self-governing • People were loyal to their colony • Solution: Create a government that balanced state and national interests

  4. I. Debate Over Republicanism • Republic: Citizens elect capable leaders to run the government • Republicanism: Government should be based on the consent of the people.

  5. I. Debate Over Republicanism • State Constitutions: • Most reflected ideas of liberty and fear of centralized authority • Differed in voting privileges

  6. II. Continental Congress Debates • Representation: Population or State? • Decided each state would have one vote • Supreme Power: Can it be divided? • Articles of Confederation created a confederation • Divided power b/w national and state govts

  9. III. Problems of Confederation • Political: • Nation lacked unity • Didn’t recognize population differences • Every state had to approve changes • No executive or judicial branch • Economic: • Huge debt to pay • No power to tax or control trade

  10. III. Problems of Confederation • Foreign-Relations: • Britain refused to evacuate military forts • Spain cuts off access to Mississippi River • Fear of creating a gov’t with too much power resulted in a gov’t with very little power
