  2. What is the Post 9/11 GI Bill? This Bill is our country’s investment in the deserving men and women who have defended our nation since 9/11. It provides eligible veterans with tuition payments to assist in achieving an academic degree. In many instances, it allows members of the Armed Forces to transfer these benefits to dependents. 110800RJUN14

Eligibility Eligibility • Qualifying Title 10/32 Active Duty on or after 09/11/01 will be eligible for the Post-9/11 GI Bill if the individual… • Served for an aggregate (combined) period ranging from 90 days to 36 months. (Payment Tier is based on aggregate Service), or • Served 30 continuous days and was discharged due to a service-connected disability 110800RJUN14

Eligibility What type of Duty qualifies? • Active Duty for Chapter 33 purposes means full-time duty in regular components of the Armed Forces or under a call to active duty under Title 10U.S.C. 672(d), 688, 12301(a), 12301(d), 12301(g), 12302, 12304 • Title 32 AGR for the purpose of organizing, administering, recruiting, instructing, or training, and under section 502(f) for the purpose of responding to a national emergency. 110800RJUN14

Eligibility / Ineligibility Eligibility/Ineligibility • Eligible • While on Active Duty; or • For 15 years from date of last Active Duty discharge; or • For 15 years from last “Qualifying Service” of at least 90 consecutive days • Ineligible • Qualifying Active Duty does not currently include the following: • Service Academy Contract Period; or • ROTC Active Duty Contract Period under 10 U.S.C. 2107(b); or • Service terminated due to an erroneous or defective enlistment; or • Active Duty Service used for Active Duty loan repayment 110800RJUN14

  9. Payment Tiers Payment Tiers Payment Tier applies to Tuition & Fees, Books & Supplies Stipend, and to the Housing Stipend* Excludes entry level and skill training (IADT) on or after 11 SEP 2001 110800RJUN14

Tuition Tuition Tuition and Fees (as of August 1, 2013): • Pays all public school in-state tuition and fees • Pays private and out-of state tuition and fees up to $19,198.31 annually (up to $20,235.02 effective August 1, 2014) • The Yellow Ribbon Program exists for private and out-of-state tuition and fees costs above the VA cap Post 9/11 Pays after: • Any scholarship • Federal Tuition Assistance • State Tuition Assistance • Employer based aid or other assistance Prorated based on the individual’s payment tier (40% to 100%) and rate of pursuit 110800RJUN14

Housing Stipend Those attending a Campus • Must be attending more than half-time • Payment is equivalent to BAH for an E-5 w/dependents • Payment amount is determined by zip code of institution • Prorate based on training time. Those attending distance learning (online) classes • Must be attending more than half-time • The rate is equal to ½ the national average BAH for an E-5 with dependents (full time at 100% tier = $714.50 as of 1 AUG 2013). • Prorate based on training time. Prorated based on the individual’s payment tier (40% to 100%) and rate of pursuit Service member and spouse not eligible for stipend while on Active Duty (excludes children) 110800RJUN14

Books and Supplies Stipend • Up to $1,000 per academic year • Based on 24 credit hours in a single academic year • Computed at $41.67 per credit hour • Lump sum payment (each quarter, semester or term attended) paid directly to the student • Title 10 and Title 32 Active duty members became eligible 1 October 2011 • Prorated based on the individual’s payment tier (40% to 100%) and rate of pursuit 110800RJUN14

  13. Non-college Degrees (NCD) • Non-college degrees: Pays actual net cost for in-State tuition and fees at public NCD institutions. At private and foreign institutions, pays the actual net costs for in-state tuition and fees or $19, 198.31 , whichever is less. • On-the-job and apprenticeship training: Pays a monthly benefit amount prorated based on time in program. • Flight programs: Per academic year, pays the actual net costs for in-state tuition and fees assessed by the school or $10, 970.46 , whichever is less. This limit is applicable to flight programs at both IHLs and non-IHLs. • Correspondence training: Per academic year, pays the actual net costs for in-state tuition and fees assessed by the school or $9,324.89, whichever is less. 110800RJUN14

Dependents Overview • Spouse • Paid based on Service members duty status • Has 15 years to use (like SM, from last date of separation) • Eligible Children • ALWAYS paid as a Non-Active Duty member • Can use at 18 (or graduated high school) thru Age 26 * • * Dependents must be under the age of 23 to approve transferability. Once they reach 23 they drop out of DEERS and are no longer eligible dependents. 110800RJUN14

Yellow Ribbon Program and Schools • ALL Individuals entitled to the 100 percent payment tier are eligible • Includes private schools & out of state school • VA may match up to 50% of the tuition and fee amount waived by the school above $19,198.31 cap • Individuals interested in the Yellow Ribbon Program can find more information at www.gibill.va.govor contact your school’s Veterans’ benefits representative 110800RJUN14

Transfer of Entitlement • May transfer up to 36 total months of benefits to spouse, child or children (determined by number of months of eligibility you qualify for) • Can only transfer benefits while serving in the Armed Forces (Retirees or separated service members cannot transfer benefits.) • Can only revoke or modify existing transferred benefits after separating or retiring • Once transfer is approved, dependent child/ children can use benefit until 26th birthday or when months of benefit are exhausted. 110800RJUN14

  21. Rules for Transferring Entitlement • To be approved to transfer, a member must… • Be in Armed Forces on or after 8/1/09, and • Have completed at least 6 years in the Armed Forces, and • Not have an adverse action flag, and • Agree to serve 4 (additional) years 110800RJUN14

Title 32 Transferability Two categories of Title 32 USC Guardsmen: • Those who qualified under Title 10 have qualified under Active Duty Title 10 status for 90 days or longer on or after 11 September 2001 under USC section 672(d), 688, 12301(a), 12301(d), 12301(g), 12302, or 12304, but later returned to service under Title 32 USC. • Those who qualify Solely under Title 32 are defined as those who haven’t qualified under Active Duty Title 10 status for 90 days or longer on or after 11 September 2001 under USC section 672(d), 688, 12301(a), 12301(d), 12301(g), 12302, or 12304. 110800RJUN14

  23. 2-Step Benefit Transfer Process • Step 1- Apply to transfer benefits on-line (TEB) application at: • https://www.dmdc.osd.mil/milconnect/ • or • https://www.ebenefits.va.gov/ • Step 2- (Enlisted Soldiers-if required) Complete a DA Form 4836 Extension of Enlistment (if required, you will receive detailed instructions to your military email address from the GI Bill support team.) 110800RJUN14

  30. What happens Next? • GI Bill Support Team will send: • an e-mail to your AKO account (Enterprise Email) indicating either approval or a pending approval status • If pending approval, follow detailed instructions in the e-mail • Enlisted Soldiers may need to extend their enlistment to meet the statutory service obligation • If extension required, need to forward a completed copy to your respective JFHQ SIDPERS • ensure extension and current NGB 23 is uploaded into IPERMS 110800RJUN14

What Information do I Need to Send to the VA? • Have school address and VA representative’s phone number, personal information and bank account routing number and account number on hand as you will need this information for the application. • Dependents should send in Sponsors supporting documents with their application. • Supporting documents for the Post-9/11 GI Bill are documents that verify service such as a DD214 and/or Orders (mobilization, Temporary Change of Station (TCS), Title 10 ADOS, Title 10 AGR, Title 32 AGR) (Ensure all orders/DD 214s and current NGB 23 are placed in your iPERMS). • Failure to fully complete the application or submit supporting documents may result in a delay in application processing. (Sending documents through the mail may also slow down the process.) 110800RJUN14
