DOL Common Measures Report • Aggregate Report • Shows the performance as a percentage (Numerator/Denominator) • Indicates how cohort is defined • Placement Measure: reporting Year/Quarters determined by Q3 after exit • Credential Measure: reporting Year/Quarters determined by Q3 after exit
DOL Common Measures Report • List Report: • Shows all customers in Denominator • Has a Numerator column • Successfully Meets Measure = Y • Does not Meet Measure = N
Placement in Employment Education • PY13 Performance Goal: 72% • Of those who are not in post-secondary education or employment at the date of participation, the number of participants who are in employment or post-secondary education/occupational skills training in the first quarter after the exit quarter.
Placement in Employment Education • Denominator I-Trac Calculation • Participation Date is not blank • Exit Date is not blank • Consent to Release SSN is Yes and the SSN is not ‘Refused’ • Customer has not been exited for Global Exclusion reason: • Health/Medical, Institutionalized, Family Care, Deceased, Called to Active Duty, Relocated to a Mandated Program • Customer Education Status at Participation is not ‘Student – Post-Secondary Education’ • Customer Employment Status at Participation is not ‘Employed’
Placement in Employment Education • Numerator I-Trac Calculation • Customer is in the denominator of the measure • AND Customer has one of the following Q1 Confirmations: • Q1 Placement Confirmation with a status of still engaged in the Education & Training Placements control • Q1 After Exit Employment Confirmation with a status of working in the Employment Confirmations control • Q1 UI Confirmation with a status of working in the Employment Confirmations control
Attainment of a Degree or Certificate • PY13 Performance Goal: 73% • Of those enrolled in education at participation or anytime during enrollment, the number of participants who attain a diploma, GED, or certificate by the end of the third quarter after the exit quarter.
Attainment of a Degree or Certificate • Denominator I-Trac Calculation • Participation Date is not blank • Exit Date is not blank • Consent to Release SSN is Yes AND SSN is not ‘Refused’ • Customer has not been exited for a Global Exclusion reason: • Health/Medical, Institutionalized, Family Care, Deceased, Called to Active Duty, Relocated to a Mandated Program • Customer was enrolled in education anytime During Participation: • Education Status at Registration is one of the following: • Student – High School or Less • Alternative School for GED • Alternative School for HS Diploma • Student – Attending Post High School • OR an Education Service was delivered (as defined by local service definitions) • OR Education Status at Exit is one of the following: • Student – High School or Less • Alternative School for GED • Alternative School for HS Diploma • Student – Attending Post High School
Attainment of a Degree or Certificate • Numerator I-Trac Calculation • Customer is in the denominator of the measure • AND Customer has at least one of the following credentials (excluding NCRC) that is dated between Participation Date and Q3 after exit end date: • Associates Degree • Bachelors Degree • GED or HS Equivalency Diploma • HS Diploma • Occupational Training Certificate • Professional Organization Certificate • Registered Apprenticeship Certificate
Common Data Validation Errors • Highest Grade at Registration conflicts with Credential • Outcome Date is not between Participation Date and 3rd Quarter after Exit • Education Status and Highest Grade status conflicts • Education Status at Exit is blank
Tips for Success Minimize Common Data Issues • Auto Exit | Exit Management Dashboard Report • Selective Service Auto Exit | Selective Service After Registration Dashboard Report • Education Status at Exit is Blank (Validation Error) |Customer Flow/Exit Report (All Years) • Where customer is Not in School at Registration (with a diploma or GED), does not participate in Education Services while in program, but will begin Training or Post-Secondary Education Placement, be sure to exit BEFORE Training or Post-Secondary Education start date. • This will remove the customer from the denominator of the Credential Measure • The customer will be in the denominator and numerator of the Placement in Employment or Education Measure
