  2. Background • Central Bureau of Statistics (BPS) : > 4 million children of junior secondary school age (13-15) in Indonesia do not attend school and many of these children are already in the labour force. • The National Socio Economic Survey : 1,5 million children between the ages of 10-14 are in the labour force and not attending school. • Child labour is widespread in agriculture, fishing, and in many informal sector operations throughout the country. In many parts of the country children can be found working on the streets, in households, and in other situations which puts their welfare and safety at risk. • The problem of child labour is linked particularly to poverty with the children of poor families being more likely to drop out of school and enter the workforce at an early age, cultural/social attitudes, low access to and quality of education inadequate legislation, inadequate health and social policies, macro-economic scenario leading to lack of alternatives for children and increasing demand for child labour and increasing supply of child labour from poor families in rural areas.

Justifications • Minimum Age Convention, 1973 (No. 138). • Worst Forms of Child Labour Convention, 1999 (No. 182). • Indonesia’s Education for All (EFA) goals. • The National Plan of Action (RAN) on the worst forms of child labour in Indonesia, was endorsed by Presidential Decree No. 59/2002 on 13 August 2002. • Establishment of Komisi Perlindungan Anak Indonesia (KPAI)/Indonesian Commission for Child Protection in October 1998 based on Law No. 23/2003 on the Protection of Children. • Capacity Building and Awareness Raising: Teachers’ Trade Unions in Indonesia have already conducted several trainings on child labour issues in the framework of IPEC Time Bound Program. • National Steering Committee (NSC): PGRI is an active member of the National Steering Committee on child labour issues in Indonesia. • National Conference on Child Labour: ILO-IPEC and the National PGRI organized a national conference on “Strengthening the role of Teacher’s Union to Combat Child Labour through Education” in February 2006 in Jakarta. • Direct Services to children: In the framework of IPEC TCP, PGRI has conducted training sessions for its members-teachers on how to work with identified working children and children who are at risk of abandoning school due to their family socio-economic background, their school performance etc.

  4. Target Group and Parties Involved Direct Recipients Community in six selected provinces, television viewers and radio listeners (national and provincial), national and provincial authorities. Direct Beneficiaries Children at school age who have abandoned or are at risk of abandoning the school in these districts.

  5. Development Objective This Technical Cooperation Program will contribute to the elimination of child labour by increasing the awareness of community to take specific steps for eliminating the worst forms of child labour in future.

  6. Immediate Objective At the end of the program, the awareness of community in child labour elimination will have been enhanced throughout campaign.

  7. Key Output/Direct Result A campaign on the World Day against Child Labour on June 12, 2009 conducted in six selected provinces.

Activities • On June 12, 2009, organize at least one TV talk show and two radio talk shows in six selected provinces and the talk shows should feature children discussants. • On June 12, 2009, six wall paintings in six selected provinces will have been made by 10 targeted children on child labour.

Main Inputs • PGRI as the implement agent provides human resources as the executor of the project; • Mass media influence; • The will of the Government to take into account Trade Unions' comments/opinion on the reporting of the ILO Conventions (138 and 182); • Acceptance by the central Government to mainstream the issue of child labour into national development frameworks.

  10. Indicators of Achievement • Percentage of people who become concerned of child labour issues • Number of networks created between community and authorities • Lesser numbers of drop-out school age children • Lesser numbers of child labour

Monitoring/Reporting/Evaluation Procedures In order for the program to progress smoothly in the six selected provinces, there is a need to conduct a periodic joint monitoring and evaluation with the Provincial Steering Committee and the local forums to review the findings, challenges, and opportunities in the field and to provide recommendations for future activities. Internal monitoring will be carried out during the project and the joint monitoring by ILO-IPEC and PGRI will be conducted on the day of activities. Working plan will be prepared, review and self-evaluation will be carried out. Prior to the start of the activities, PGRI will prepare a detailed work plan. authorities
